Changchun Police Roll Out Five Exit and Entry Measures to Support 2027 Winter Universiade

As the Changchun 2027 Winter Universiade draws closer, the Changchun Public Security Bureau in Jilin Province, grounded in its frontline work in exit-entry administration and its full implementation of the "20 Measures of the Changchun Public Security Organs to Deepen the Development of a Law-Based Business Environment," has introduced five measures at exit-entry ports. The measures are designed to build a safe, efficient, warm, and smart service system and to shape the first impression of a civilized, happy, and harmonious Changchun.



"Universiade Fast Track" Window: Fast and Streamlined Processing


At the port visa window operated by the Exit-Entry Administration Corps of the Changchun Public Security Bureau at Changchun Longjia International Airport, a window marked "Universiade Fast Track" in both Chinese and English stands out. The window, tailor-made for participants in the Universiade, was launched by the Changchun Public Security Bureau. For inbound international participants applying for port visas, the number of required materials has been reduced from 5 to 3, the processing time has been shortened to 3 days, and visas can be issued within 1 day in urgent cases. This directly demonstrates how the "Universiade Fast Track," featuring document reduction and service facilitation, optimizes the application process. Upholding the philosophy that "efficiency is the lifeline of window services," the Exit-Entry Administration Corps of the Changchun Public Security Bureau has rolled out the "Five Immediate Services" at the window, namely immediate acceptance, approval, visa issuance, clearance, and feedback, making arrivals and departures smoother, services more hassle-free, and the stay in Changchun more heartwarming for applicants.


Public Security QR Code Platform: One Code in Hand for Worry-Free Service


To address the challenge of out-of-town visitors being unfamiliar with the city upon first arriving in Changchun, the Changchun Public Security Bureau innovatively launched the Changchun Modern Metropolitan Circle Public Security QR Code Platform. With a tap of the finger, users can instantly access a full range of content, including "Authoritative Policy Documents," "Exit-Entry Matters Guide," "Auxiliary Convenience Toolkit," "Dedicated Exit-Entry Zone for the Universiade Events," "Searchable Knowledge Base of Frequently Asked Questions," and "Online Convenience Processing Tutorials," which provides a "one-map" clear overview of online inquiry of the arrival and departure guide. According to statistics, the "Changchun Modern Metropolitan Circle Public Security QR Code Platform" has provided services to 13,100 person-times since its launch by the Changchun Public Security Bureau in July 2026. Next, this service will be further extended to common citizens and made available online, enabling online applications and easy document collection.



"Combined" Services: "Changchun Efficiency" Praised by FISU President


At Changchun Longjia International Airport, the "Jilin Convenience" international services window offers "5+1" one-stop services covering visas, driver and vehicle management, payments, telecommunications, and cultural tourism, making travel much easier for visitors from China and abroad. Here, they can not only get a visa but also obtain temporary motor vehicle driving permits, exchange currencies, apply for local SIM cards, and access customized ice and snow routes.


Cross-Regional Port Visa Application: A "Green Channel" Spanning Thousands of Kilometers


To expand the scope of port visa services, the Exit-Entry Administration Corps of the Changchun Public Security Bureau has established an innovative cross-regional port visa application mechanism. For participants in the Changchun 2027 Winter Universiade entering China through ports in Beijing, Shanghai, Guangzhou, Heilongjiang, Liaoning, or Inner Mongolia, the mechanism provides cross-regional port visa application services, allowing applications in Changchun and entry into China at another port.


"Service-in-Advance" Team: Professional Solutions to Urgent and Difficult Issues


Guided by the principle that "officers go the extra mile, data flows more freely, and services reach one step further," the Exit-Entry Administration Corps of the Changchun Public Security Bureau has selected multilingual elite police personnel to form a "Service-in-Advance" team dedicated to "anticipating problems, resolving difficulties, and delivering services ahead of time." Since June this year, this team has been striving to go down to the frontlines, provide proactive services, and establish contact with universities and colleges, foreign-related units, and employers in Changchun. It has also innovatively introduced customized services, including on-site presentations, appointment-based visa processing, and batch agency services, and added flexible appointment sessions for document processing. These efforts have received wide acclaim from university faculty and students as well as foreign employees. During the Changchun 2027 Winter Universiade, mobile service stations will be established to provide 24-hour services for visa extensions, document replacement, and policy consultation for athletes in Changchun, enabling them to enjoy the services without leaving their residences and concentrate more on competitions.
