On the afternoon of September 17, as a significant sideline event of the 2026 Asia-Pacific Artificial Intelligence Conference, the Changchun Municipal Government Enterprise Exchange Conference on Artificial Intelligence (AI) was held at the Zhengyuan Information Security Industrial Park. The conference invited 30 leading AI enterprises. Representatives from relevant departments directly under the provincial and municipal governments, as well as from all urban districts and development zones, presented their strengths in respective fields and cooperation scenarios, and outlined investment promotion needs, so as to bring quality AI projects and resources to Changchun and translate them into tangible outcomes. 

Zhou Yanguang, Director of the Changchun Municipal Bureau of Economic Cooperation, delivered a presentation at the event. He highlighted that Changchun is advancing the transformation of its automobile, equipment manufacturing, and agricultural product processing industries toward new energy and intelligent connected vehicles, high-end equipment, and deep processing of agricultural products. Meanwhile, the city is striving to strengthen biomedicine, optoelectronic information, green energy, and cultural tourism exhibitions, while pursuing breakthroughs in fields such as high-end medical care, aviation and aerospace, low-altitude economy, embodied AI, new materials, semiconductors, and digital economy. 

Changchun, as an old industrial base, has strong competitiveness in industries including automobile, railway vehicles, optoelectronics, bioproducts and agricultural product processing. With 161 satellites of the Jilin-1 satellite constellation in orbit, the city's accelerated development of computing power and data space can provide full-chain support spanning R&D, testing, iteration and commercialization. AI enterprises of all types are warmly invited to settle in Changchun, share the opportunities for growth, and achieve technology application and multiplied output value. 

Subsequently, urban districts and development zones such as Chaoyang District, Changchun Economic and Technological Development Zone, Changchun Jingyue High-tech Industrial Development Zone, and Changchun New Area introduced their development profiles and investment promotion requirements. Chaoyang District has developed a diversified industrial landscape, with auto parts as its leading sector and optoelectronic information, biomedicine, and integrated innovation and intelligent R&D developing in parallel. 

Enterprises engaged in HarmonyOS ecosystem development, low-altitude economy applications, intelligent connected vehicle testing, and intelligent logistics operations are sincerely invited to cooperate with Changchun, sharing scenarios such as test fields, incubation platforms, expressway service areas, intra-city express services, and emergency logistics, to jointly expand the smart transportation industrial ecosystem. 

As Changchun Yongchun Medical City continues to develop, the biomedicine industry has also become a core development platform for Chaoyang District. Through full-chain targeted investment promotion, enterprises can not only participate in the assisted design of material formulations, the optimization of production processes, the inspection of visual quality, and the control of automated equipment, but also enter new business models such as AI-powered healthcare, digital healthcare, and intelligent healthcare and wellness. The possibilities for collaborative innovation in "materials+algorithms+equipment" and "biomedicine+AI" have already been opened up. 

Changchun Economic and Technological Development Zone fully leverages the combined strengths of its sci-tech innovation and equipment manufacturing, focuses on developing the AI industry, and strives to build a growth pole for regional high-quality development. 

The zone has formed an integrated AI industrial system that runs from the source of sci-tech innovation to precision manufacturing and application scenarios. In line with its development needs, the zone focuses its investment promotion on projects such as optical imaging modules, industrial cameras, packaging and testing, and supporting facilities for core components. 

Changchun Jingyue High-tech Industrial Development Zone is accelerating the development of new quality productive forces and has put in place a modern industrial system featuring "three leading and three supporting industries." Building on its well-developed industrial chains, real-world scenarios, a stable customer base and fertile ground for commercialization, Changchun New Area is developing a broad AI ecosystem to drive AI integration into pillar industries such as optoelectronic information, advanced equipment and biomedicine. During the practical and in-depth business exchange session, enterprise representatives discussed their development layout, expansion needs and requirements for the support technologies of industrial chains, identifying entry points for cooperation with Changchun, including intelligent computing power, smart mobility, machine vision, digital cultural tourism, and data annotation. 

During the open matchmaking and negotiation session, the government departments conducted one-on-one targeted matchmaking with entrepreneurs. The participating companies stated that, given Changchun's solid industrial foundation, extensive application scenarios and strong policy support, they will advance on-site inspections and project appraisals as soon as possible. 

The Changchun Municipal Government Enterprise Exchange Conference, leveraging the Asia-Pacific Artificial Intelligence Conference, built a matchmaking platform for government, industry, and capital, further demonstrating Changchun's advantages in AI industry development. Going forward, the Changchun Municipal Bureau of Economic Cooperation will work with relevant departments to continuously improve industrial support, optimize business environment, attract projects by offering application scenarios, and pool capital through policy support. These efforts aim to promote the convergence of more quality resources in the AI sector, injecting new momentum into Changchun's comprehensive revitalization.
