Changchun Deepens the "TIR plus" Model to Unblock the Northbound Logistics Corridor

General Secretary Xi Jinping pointed out that it is imperative to accelerate the cultivation of new drivers of foreign trade and actively expand trade in intermediate goods and services, digital trade, and crossborder ecommerce exports. In recent years, leveraging its core geographical advantages along the ChinaMongoliaRussia Economic Corridor, Changchun has continuously deepened the "TIR plusmodel and successively introduced integrated business formats such as "TIR plus Bonded" and "TIR plus Cross-border E-commerce," building an important cross-border trade corridor with low costs and high efficiency, and consolidating the city's pivotal position as a TIR cross-border logistics hub in northeast China.


The International Distribution Center of the Changchun Cross-Border E-Commerce Comprehensive Pilot Zone is located in the Changchun Xinglong Comprehensive Bonded Zone (hereinafter referred to as the Zone). Under the innovative "TIR plus Cross-border E-commerce" model, a wide range of goods from 35 collecting warehouses across the country converge here for sorting, collection, distribution, and customs inspection before being loaded onto TIR international road transport vehicles departing from Changchun for direct delivery to Moscow, Russia. The stable, efficient logistics chain and streamlined procedures have effectively improved the efficiency of foreign trade enterprises.


As a core hub city on the eastern route of the ChinaMongoliaRussia Economic Corridor, Changchun keeps expanding and upgrading its northbound international logistics corridors. Integrated business formats of "TIR plus Bonded" and "TIR plus Crossborder Ecommerce" have been rolled out, enabling crossborder ecommerce parcels to reach overseas destinations directly and effectively reducing additional costs incurred by overseas warehousing and transshipment. From January to July this year, the total volume of TIR freight handled at the Zone cumulatively reached 868 truck trips.


Changchun made sustained efforts to upgrade and improve regulatory services, ensuring the smooth and efficient operation of the corridor. In response to enterprise needs, Changchun Xinglong Customs has implemented a regulatory model of "proactive services, appointment-based inspection, and whole-process monitoring." It delivers an endtoend service chain of "warehouse declaration, customs supervision, and TIR vehicle departure," thereby accelerating customs clearance operations and boosting enterprise development in Changchun.


Going forward, the Zone will further strengthen "customsgovernmententerprise" coordination with Changchun Xinglong Customs, and crossborder ecommerce and logistics enterprises to achieve smoother and more convenient circulation of crossborder goods. Meanwhile, it will promote "one-stop" customs clearance and logistics solutions to manufacturing enterprises and e-commerce entities across the province, lowering the threshold for small and medium-sized enterprises to "go global" to the greatest extent possible and cultivating new momentum for cross-border trade development.
