To Build New Highland for Green Hydrogen: Jilin Included in the Pilot Work on National Comprehensive Hydrogen Energy Application
Recently, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued a notice, approving major city clusters to carry out pilot work on national comprehensive hydrogen energy application, involving the Northeast (including eastern Inner Mongolia)-Yangtze River Delta, with a pilot period set at four years. Jilin Province has been selected for the cross-regional pilot work, with Changchun, Siping, Songyuan, and Baicheng as its core area, providing green impetus for the cultivation of new quality productive forces in this old industrial base.
Under this four-year construction plan for the pilot work, Jilin Province is tasked with key missions including large-scale supply of green ammonia and green methanol, and the promotion and application of fuel-cell vehicles. Baicheng and Songyuan, leveraging their clean energy bases with a capacity of 10 million kilowatts, will prioritize the large-scale production of green hydrogen, green ammonia, and green methanol. Siping will concentrate on the on-site conversion and industrial demonstration of green hydrogen. Changchun, drawing on its strengths in equipment manufacturing and research, will focus on the R&D and scenario application of hydrogen energy equipment. The four cities have adopted differentiated positioning and worked together to build a solid foundation for Jilin’s hydrogen energy industry. Currently, Jilin Province has an annual green hydrogen production capacity of 90,000 tons, with a combined production capacity of green ammonia and green methanol reaching 430,000 tons, ranking among the top in China. A number of benchmark projects have been successively implemented, including State Power Investment Corporation (SPIC)'s Da'an Green Hydrogen to Ammonia Project and Shanghai Electric's Taonan Green Methanol Project. The hydrogen-powered tourism train developed by CRRC Changchun Railway Vehicles has rolled off the production line. A complete industrial chain spanning green electricity-based hydrogen production, hydrogen-based chemical processing, and hydrogen energy equipment manufacturing has begun to take shape.
During this pilot construction, the green ammonia and green methanol produced in Jilin Province will meet the needs of industrial and shipping decarbonization across the Yangtze River Delta region, exploring new models for cross-regional trade and joint technical research. Going forward, Jilin Province will seize opportunities brought by the pilot work, continue to expand the installed capacity of new energy, and fully promote the leap-forward development of the "green hydrogen plus" industry, striving for the green development of Jilin's comprehensive revitalization in the new era.
