On May 18, Huang Qiang, Secretary of the CPC Jilin Provincial Committee and Director of the Standing Committee of the Jilin Provincial People's Congress, together with Hu Yuting, Deputy Secretary of the CPC Jilin Provincial Committee and Governor of Jilin Province, met in Changchun with a delegation led by Oleg Kozhemyako, Governor of Primorsky Krai, and Anton Voloshko, Chairman of the Legislative Assembly of Primorsky Krai.

Huang Qiang and Hu Yuting extended their welcome to the delegation on its visit to Jilin. Huang noted that China and Russia are good neighbors that cannot be moved apart, and that the peoples of the two countries fought side by side during the World Anti-Fascist War, forging a profound friendship through their shared victory. In recent years, cooperation between Jilin Province and Russia has continued to deepen, with Primorsky Krai becoming Jilin's foremost partner in cooperation with Russia. Huang expressed the hope that both sides would take the important consensus reached by the two heads of state and the China-Russia joint statements as overarching principles. Under such framework, the two were expected to strengthen coordination in planning and policy-making, bolster infrastructure for connectivity, and continuously deepen people-to-people exchanges, which may serve to consolidate the outcomes yielded by the cooperation between legislative bodies and shape a new model for subnational cooperation between China and Russia. He also called for efforts to further expand economic and trade exchanges, facilitate bilateral investments, and advance cross-border tourism projects, while providing enterprises with a sound business environment and steady legal assurance in the long run. Referring to the upcoming Changchun Winter Universiade, scheduled for January next year, Huang welcomed college students from Primorsky Krai to join the race and tour the city, so that the friendship between China and Russia may continue to be passed on to younger generations.

Kozhemyako stated that Primorsky Krai and Jilin enjoy a solid foundation for cooperation and expressed willingness to work with Jilin to implement the important consensus reached by the two heads of state. He also voiced hopes for deepening collaboration in such areas as agriculture, education, tourism, culture, and art, while welcoming enterprises from Jilin to invest and develop in Primorsky Krai.

During the visit, Liu Kai, Vice Governor of Jilin Province, and Kirill Khizhinsky, Deputy Chairman of the Primorsky Krai Government, signed minutes of the bilateral government meeting.

Also attending the meeting were Tekiyev Jambulat, Deputy Chairman of the Legislative Assembly of Primorsky Krai, Yusupov, Deputy Chairman of the Primorsky Krai Government, as well as Jilin provincial leaders Wang Zilian and Gao Guangbin.
