Provincial Foreign Affairs Committee Holds Plenary Session
On February 11, the Provincial Foreign Affairs Committee held its plenary meeting. Huang Qiang, Secretary of the Provincial Party Committee and Director of the Provincial Foreign Affairs Committee, presided over the meeting and delivered a speech. Hu Yuting, Governor of the province and Deputy Director of the Provincial Foreign Affairs Committee, attended the meeting.
The meeting conveyed and studied the guiding principles from relevant central meetings, and reviewed and approved relevant documents, including the 2025 work report and the 2026 work priorities of the Provincial Foreign Affairs Committee.
The meeting noted that over the past year, the Provincial Foreign Affairs Committee faithfully implemented the decisions and plans of the CPC Central Committee on local foreign affairs, actively aligned with major-country diplomacy with Chinese characteristics, supported high-standard opening up, and contributed to the economic and social development of Jilin. New progress and achievements were made in the province's foreign affairs work.
It was emphasized that this year marks the start of the 15th Five-Year Plan period. Efforts should be made to thoroughly study and implement Xi Jinping’s Thought on Diplomacy and earnestly implement the deployments of the Fourth Plenary Session of the 20th CPC Central Committee, take serving the overall national diplomatic interests and promoting Jilin's high-quality development as the main focus, leverage distinctive strengths, expand opening up, and strive to open up new horizons in Jilin's foreign affairs work. First, it is essential to uphold the Party's leadership over foreign affairs. We should further elevate our political awareness, strengthen coordination in foreign affairs, and resolutely fulfill all tasks assigned by the CPC Central Committee. We must implement the requirement of "getting used to tightening our belts," and ensure foreign-related activities are conducted in a well-regulated and cost-effective manner. Second, we need to support the broader national diplomatic agenda. Keeping in mind both domestic and international dynamics and staying focused on the country's most critical priorities, we should fully support head-of-state diplomacy, contribute to the broader efforts in neighboring regions, actively engage in events such as the "China-Russia Years of Culture," and consciously plan and advance Jilin's foreign affairs work within the overall framework of the Party and the country's diplomatic strategy. Third, we must remain steadfast in pursuing open development. We should give full play to Jilin's role as a key window for opening toward the north under the Belt and Road Initiative, work to open up new channels for international engagement, expand the scope of foreign affairs services, explore ways to increase exports, formulate strategies to boost imports, deepen and solidify foreign trade, effectively stimulate commodity consumption, and turn greater engagement into tangible economic benefits. Fourth, it is vital to build strong safeguards for security. With a constant sense of responsibility and vigilance, we should protect border security and ensure the safety of overseas interests. Fifthly, we should deepen people-to-people and cultural exchanges. We should spare no effort in preparing for the Changchun 2027 Winter Universiade, providing a stage for university athletes from around the world to showcase their skills and strengthen friendships, and using this opportunity to share China's voice and tell Jilin's stories to the world.
