China's First! Jilin International Road Transport Hub Launches in Changchun Economic and Technological Development Zone

On January 10, Changchun Xinglong Comprehensive Bonded Zone (hereinafter referred to as "Xinglong Comprehensive Bonded Zone"), administered by Changchun Economic and Technological Development Zone, signed a cooperation framework agreement with Jilin Logistics Group Co., Ltd. to jointly build the Jilin International Road Transport Hub. The launch of this hub, the first of its kind in China, marks a crucial step for Changchun City and even Jilin Province in deepening their integration into the Belt and Road Initiative and in establishing a strategic pivot for northward opening-up.


 

International highways serve as "critical links" in facilitating domestic and international circulation. Leveraging Jilin's strategic location in the heartland of Northeast Asia, the resource integration capacity of Jilin Logistics Group, and the distinctive regulatory advantages of Xinglong Comprehensive Bonded Zone, the hub focuses on four core functions: cargo distribution, one-stop service, customs declaration and clearance, and inspection and training. It will provide on-stop comprehensive logistics services for enterprises. The hub has now achieved the regular operation of cross-border routes, including the Changchun-Moscow service. From January to November 2025, the total volume of import and export shipments transported under the Transport International Routier (TIR) system reached 353 trips, ranking second nationwide and representing a year-on-year increase of 280%. Among these, 207 trips were completed for imports under the "TIR + Cold Chain" system, maintaining its position as the national leader.


 

The hub operates under the dual-driven model, with Jilin Logistics Group as the operator and Xinglong Comprehensive Bonded Zone as the undertaker. Leveraging their respective strengths, the duo engage in practical cooperation across multiple areas, including infrastructure construction, platform system development, international transport operations, provision of public services, and the coordinated exploration of multimodal transport. Together, they focus on cross-border road transport services, primarily centered on TIR shipments. The hub features a TIR certificate issuance center, a vehicle inspection center, service counters, and driver-vehicle service facilities. It provides comprehensive one-stop services for enterprises across the province and nationwide that are engaged in international road transport in Changchun.

 

Li Weiguo, Secretary of the Party Working Committee of Changchun Economic and Technological Development Zone, stated that the Zone, together with Xinglong Comprehensive Bonded Zone, is currently focused on establishing itself as a "source of new quality productive forces" and a "strategic gateway for northward opening-up". Efforts are being accelerated to build two core areas: the "China Optoelectronics City" and the "Changchun Foreign Trade Port". Guided by this "dual-core" strategy, the development zone is advancing toward the goal of becoming a "double-hundred-billion-yuan-level" modern development zone. As the base of the transport hub, Xinglong Comprehensive Bonded Zone will continue to advance infrastructure upgrades, streamline customs clearance procedures, and expand cross-border transport routes. It will strive to develop the hub into a national-level international highway logistics hub and a key strategic pivot for northward opening-up under the Belt and Road Initiative. By doing so, it aims to contribute the replicable and scalable Jilin practices to the upgrading and development of the national TIR transportation network.
