Deep Integration of "Four Excellences and One Intelligence" Enhances the Substance of "Changchun's Contribution"
From 24.73 billion jin (1 jin=0.5kg) in 2021 to 24.85 billion jin in 2022, and from 25.491 billion jin in 2023 to 25.992 billion jin in 2024, the impressive upward trajectory illustrates Changchun's steady improvement in comprehensive grain production capacity during the 14th Five-Year Plan period. The total grain output, per-unit yield, and sown area all achieved consecutive increases, filling China's rice bowl with more "grain from Changchun".

Only when agriculture is stable can a country enjoy peace. In February this year, when General Secretary Xi Jinping heard the work report from the CPC Jilin Provincial Committee and the Provincial Government, he pointed out that Jilin should focus on developing modern large-scale agriculture. During the 14th Five-Year Plan period, Changchun has consistently prioritized national food security by deeply implementing the food crop production strategy based on farmland management and the application of technology and fully advancing Jilin's project of increasing grain production capacity by 50 million metric tons. As a result, the city ranks among the top in large and medium-sized cities nationwide in per capita grain possession, commodity grain volume, and net grain outflow.
Changchun is an important national commodity grain production base. All six counties (county-level cities) and districts under its jurisdiction are among China's top 100 grain-producing counties, and the city has been named a national advanced city in grain production for consecutive years. Over the past five years, centering on the goal of "producing high-quality grain", the city has served as a "cornerstone" in ensuring national grain production stability and supply security, achieving fruitful results:

The sown area of grain has been maintained at a stable level, increasing from 23.487 million mu(1 mu=666.67 square meters) to 23.8404 million mu.
The area of high-standard farmland has expanded from 7.3252 million mu to 13.03 million mu, accounting for 59% of the city's permanent basic farmland.
The conservation tillage promotion area has expanded from 10 million mu to 13.57 million mu, covering over 85% of the city's suitable promotion area.
The comprehensive mechanization rate of agricultural production has reached 96%, approximately 20 percentage points higher than the national average.
……
Notably, Changchun's contribution to grain production lies not only in quantity but also in quality. Over the past five years, all parts of the city have expanded high-quality farmland, cultivated superior varieties, applied advanced machinery, implemented best practices, and developed intelligent agriculture. Through the deep integration of the "Four Excellences and One Intelligence" model, the city has shouldered major responsibilities and played a key role in improving the quality and efficiency of grain production, further enhancing the substance of "Changchun's contribution" to "China's granary".

Changchun stands firm in shouldering the "matter of national importance". Today, this major agricultural city located in the golden belts of corn and rice is forging ahead with modern large-scale agriculture as its main focus and writing a new "grain chapter" in the new era on the fertile black soil.
