A series of achievements testifies to the city's strides forward:

The world's largest tire successfully rolled off the production line here, filling a technological gap in the industry; the nation's first hydrogen-powered cultural tourism train, "Qing Chun Hao", was unveiled here, setting a new benchmark for green travel; the city was approved as a national pilot city for new technological transformation in manufacturing, bringing policy benefits to industrial upgrading; the city was included among the national pilot cities for expanding "new consumption forms, models, and scenarios", activating new space for domestic demand growth; and moreover, this old industrial base in Northeast China secured a place among the top 20 in overseas influence out of 100 Chinese cities, earning global recognition… In 2025, Changchun is brimming with surging vitality for development.

Each microcosm of progress reflects the broader macroeconomic landscape.

Looking back at Changchun's development trajectory since the beginning of the year, one can clearly read the resilience and momentum of its economy, as well as its determination and responsibility.

In the principle of "pursuing progress while ensuring stability", "stability" is the foundation, while "progress" generates "momentum". "Stability" is the main tone, "progress" sets the direction and state, and "momentum" represents potential and the future. Together, they depict a new blueprint of high-quality development in Changchun, characterized by a solid economic foundation, strong resilience, and robust performance.

Stable Operation of the Main Economic Engine

How is "stability" reflected in "pursuing progress while ensuring stability"?

In the first three quarters of this year, the value added of industries above designated size in Changchun grew by 6.9%, higher than the national average. By the end of October, the city had signed 811 new projects, each with an investment of over RMB 50 million, and attracted RMB 121.915 billion in contractual investment from outside the province. The consumer market was also thriving. In the cultural tourism sector alone, from January to September, the city received 181.7 million domestic tourists, generating a total domestic tourism expenditure of RMB 288.858 billion, representing year-on-year increases of 28.05% and 13.27%, respectively.

What underpins this "stability"?

The answer lies in its solid foundation. In the first three quarters, Changchun focused on improving industrial quality, enhancing investment efficiency, and reviving consumption. It adopted multiple measures to stabilize the economy and promote development. Industry serves as the "cornerstone" of steady economic operation. With a focus on the development of "one center and five highlands", the city made every effort to establish a modern industrial system featuring the "transformation of three traditional industries, advancement of four emerging industries, and deployment of seven future industries", while vigorously advancing new-type industrialization. The contribution rate of industry to the city's economic growth consistently remained above one-third. Notably, Changchun's auto industry showed strong momentum, with output value reaching RMB 329.93 billion in the first three quarters, steadily enhancing its industrial competitiveness.

Investment, working in tandem with consumption, is crucial to expanding domestic demand and stabilizing growth. Facing regional competition and development challenges, Changchun has maintained a strategic focus on investment attraction, prioritizing long-term effectiveness over short-term gains. Through solid services and precise industrial support, it is steadily enhancing its appeal. Key projects, such as NWY, Shikefeng, and the Envision Net Zero Industrial Park, have achieved "quick signing and rapid launch". At construction sites across the city, efforts are underway to accelerate schedules, ensure progress, and enhance services, driving major projects to higher standards, faster pace, improved quality, and greater efficiency. The project structure continues to be optimized through precise planning, laying a solid foundation for future development.

Consumption is the "main engine" of economic growth and the "barometer" of people's well-being. The bustling Xinmin Market, wonderful shopping mall activities, emerging consumption scenarios, and widespread promotions exemplify the city's efforts to innovate consumption scenarios, enrich offerings, and optimize experiences, which ensure that consumption continues to play its stabilizing role.

With steady industrial growth, robust investment momentum, and vibrant consumption, Changchun is solidifying its development foundation, making the stability of its economy increasingly prominent. Only with a solid foundation and strong support can the city move steadily and far on the track of high-quality development.

Accelerated Development of New Quality Productive Forces

In "pursuing progress while ensuring stability", what lies at the core of "progress"? The answer is the accelerated development of new quality productive forces. This confidence in "progress" comes from the surge of endogenous momentum and the expansion of external horizons.

What drives this "progress"?

Technological innovation: From major projects led by academicians to innovative practices by young talent and concentrated efforts in tackling key technologies, Changchun is accelerating the cultivation of new quality productive forces by continuously optimizing its innovation ecosystem;

Industrial layout: In the first three quarters of this year, strategic emerging industries such as high-end equipment manufacturing, optoelectronic information, and biomedicine thrived, and their clustered development helped to address weaknesses in the regional industrial structure, making the "innovation gene" of this old industrial base in Northeast China more vibrant;

Opening-up: Major events like the 22nd Changchun International Auto Expo, the 15th China-Northeast Asia Expo, and the 9th China-Germany Automotive Conference took place in the city. China-Europe Railway Express, sea-rail intermodal transport, and TIR cross-border road transport are working in synergy, creating a multi-faceted logistics network that reduces costs and accelerates the global reach of products "Made in Changchun".

"Progress" stems from internal innovation and external exploration. Every new technological achievement, new industrial sector, and new overseas market fuels the vital energy propelling economic advancement and urban development.

Steadfast in pursuing the new, Changchun is channeling its energy to surge ahead.

As you can see, the picture of transformation in the auto industry is rapidly unfolding, where the wave of electrification surges ahead, breakthroughs in intelligence keep rising, and integrated connectivity deepens, fueling the ceaseless industrial vitality of Changchun, the "Automobile City". From economical models to high-end luxury vehicles and from pure electric to hybrid powertrains, Changchun is precisely deploying a comprehensive product matrix for various new energy vehicles. With the capacity to cover every market segment, the city is steadily enhancing its industrial competitiveness.

The stories of intelligent transformation in workshops are equally impressive. AGV robots move precisely along preset paths, delivering materials steadily to designated workstations; industrial robots act as "versatile craftsmen", whose mechanical arms flexibly rotate to complete precision machining efficiently; and intelligent control systems, like the "nerve center" of the factory, schedule production processes, monitor equipment status, and optimize resource allocation in real time... Today, "intelligent and digital transformation" has become the key engine for the transformation and upgrading of Changchun's enterprises. An "efficiency revolution" sweeping through workshops is in full swing, making manufacturing smarter, production more efficient, and development higher in quality.

Marching toward the new, the roots of innovation grow ever deeper.

In the first three quarters, emerging industries grew robustly. The output value of the city's electronic industry reached RMB 23.5 billion, up 3.8% year-on-year, and the total output value of its optoelectronic information industry is expected to surpass RMB 100 billion in 2025. The output value of pharmaceutical enterprises above designated size in the city increased by 15.8% year-on-year. Traditional industries actively embraced "Internet+", "AI+", and "Digital+", picking up the pace of transformation and upgrading. In the first three quarters, the city built 43 digital workshops and smart factories, with 104 SMEs using cloud platforms and 85 "small, fast, light, and precise" products and solutions developed. In the mid-term performance evaluation and comprehensive assessment of 30 national pilot cities conducted by the Ministry of Industry and Information Technology this year, Changchun ranked fifth.

Long-Term Plans to Build Momentum for the Future 

What defines "momentum"? 

If "stability" is the foundation and "progress" is the pathway, then "momentum" is the intrinsic force propelling Changchun forward. This "momentum" is reflected not only in the city's determination to overcome challenges and seize every moment today, but also in the strength it stores for long-term development. Through strategic planning and solid project execution, Changchun is accumulating powerful energy for tomorrow's leap.

"Momentum" can be seen in the "speed" and "drive" of project construction. The Hynovation Hydrogen Energy Equipment Manufacturing Base project achieved "signing, production, and scaling-up all within the same year", showcasing the accelerated pace of investment attraction and project services. The world's largest tire rolled off the production line at Jilin Linglong Tire, demonstrating strong capabilities in technological breakthroughs and industrial advancement. Even while still under construction, the pilot-scale and industrial scale-up base for new materials has already attracted over 50 projects, and is poised to become an "incubator" for the new materials industry. The citywide spirit of "acting swiftly, efficiently, and with full commitment" is a crucial guarantee for turning the development blueprint into reality.

"Momentum" comes from the "layout" and "potential" of future industries. The Jilin Bionic Robot Manufacturing Innovation Center was officially inaugurated; Yuequan Bionic Robot Innovation Center Co., Ltd. was registered and established; the Jilin Robotics and Sensor Industry Alliance was launched; and Jiyi Embodied Intelligence Robot Co., Ltd. was unveiled… By keenly seizing the trends of technological transformation, Changchun is decisively advancing into frontier fields such as embodied intelligence and securing a first-mover advantage.

"Momentum" is evident in the "expansion of application scenarios" and the "bold integration" of the low-altitude economy. In Jingyue High-tech Zone, the low-altitude economy is taking shape rapidly. The "drone + unmanned vehicle" air-ground logistics system has entered regular operation; drone delivery of medical samples has shortened the delivery time from hours to minutes; and king crabs can now be transported from Hunchun to Changchun in just three hours… From logistics distribution to life services and planned aerial commuting, Changchun is speeding up the commercialization and scaling-up of low-altitude technologies through rich real-world application scenarios, demonstrating acumen and boldness in cultivating new economic growth points.

"Stability" lays the foundation for development, "progress" expands the space for growth, and "momentum" activates future potential. Today, Changchun, supported by a solid industrial base, a vibrant innovation ecosystem, and an open development pattern, is charting a clear and upward trajectory of high-quality development. Looking ahead, the city will continue to maintain strategic resolve, take practical actions, and advance steadily along the path of revitalization. It aims to write a new chapter in the transformation and upgrading of the old industrial base in Northeast China.
