On September 29, the 2025 China (Changchun)-Russia Economic, Trade and Cultural Exchange, under the theme "Joining Hands for Development, Shaping a New Chapter for the Future," was held in Changchun. The event was hosted by the Changchun Municipal People's Government and organized by the Changchun Municipal Foreign Affairs Office, the city's Commerce Bureau and Economic Cooperation Bureau.

The exchange invited nine Russian business associations, including the Krasnoyarsk Krai Union of Industrialists and Entrepreneurs, the Amur Oblast Chamber of Commerce and Industry, and the Russia-China Chamber of Commerce, as well as 30 Russian enterprises such as the Yenisei Siberia Development Group and the Krasnoyarsk Tourism Group. On the Chinese side, five business associations, including the Changchun Chamber of Commerce, and 91 enterprises such as Changchun Bori Technology and Changchun Jinsilu International Trade participated. The event brought together a large number of participants from both sides, representing a wide array of leading businesses and organizations across multiple regions and sectors, forming an impressive and diverse lineup for exchange.

During the exchange, presentations were delivered by the Changchun Economic and Trade Cooperation Bureau, the Changchun Municipal Culture, Radio, Television and Tourism Bureau, the Xinglong Comprehensive Bonded Zone, and two Chinese business associations, highlighting Changchun's industrial strengths, cultural and tourism resources, and future development outlooks. Representatives from eight Russian business associations and enterprises, including Kazan, the Chinese Association in the Siberian Federal District, and the Russian Far East Association for Economic Cooperation with China, also spoke, promoting Russia's investment environment and business opportunities while expressing a strong desire for collaborative partnerships with Changchun. Four cooperation projects were signed on the spot, covering areas such as business associations, building materials, and electronic products.

On the afternoon of September 29th, the Russian delegation toured key locations in Changchun—including the FAW Jiefang production line, Xinmin Avenue, and Jingyuetan National Forest Park—gaining first-hand insight into the city's industrial strength, cultural heritage, and natural beauty.

The following day, dedicated sessions were organized between the Russian delegates and representatives from multiple local institutions. Participants included the Municipal Economic Cooperation Bureau, Municipal Commerce Bureau, Municipal Education Bureau, Jingyue District administration, Jilin Province Economic and Trade Association with Russia, and Yatai Group. The discussions spanned a range of sectors, such as technology, education, computility, aquatic products, as well as automotive and auto parts imports and exports.

The exchange was held in active implementation of the guiding principles set forth at the peripheral work conference, seizng the historic opportunity for opening up to the north. It laid a solid foundation for Changchun and Russia to leverage their respective strengths and engage in practical cooperation for mutual benefits, thereby giving a strong impetus to the development of a new hub for open cooperation in Northeast Asia.
