"Relying on technological upgrades, our 'integrated packaging small-pitch and micro-pitch LED display' products rank among the top in the global market," said Zhang Xin, Deputy General Manager of the company. The company has conducted in-depth cooperation with the Changchun Institute of Optics, Fine Mechanics and Physics of the Chinese Academy of Sciences. In 2024, its revenue reached RMB 350 million, representing a year-on-year increase of 90%.
In July 2020, during his inspection in Jilin, General Secretary Xi Jinping emphasized the need to "make the real economy, particularly manufacturing, solid, excellent, and strong" and "accelerate the construction of integrated industry-university-research innovation platforms". The goal is to achieve breakthroughs in major scientific and technological projects and accelerate the transformation of scientific and technological achievements into real productive forces."
In response to General Secretary Xi Jinping's important instructions, Changchun has leveraged its comparative advantage in rich scientific and educational resources, optimized its sci-tech innovation system, and continuously advanced the deep integration of sci-tech innovation with industrial innovation.
Pooling Strength to Upgrade Key Industries—

The Jilin Provincial People's Government and Changchun Municipal People's Government jointly established and implemented a major scientific and technological project for research and development of core technologies in the automobile industry. Changchun has established a Strategic Cooperation Committee for the Transformation of Scientific and Technological Achievements. Through collaboration among the local government, enterprises, universities, and research institutes, it promotes breakthroughs in provincial-level major scientific and technological projects, building two major sci-tech innovation platforms, 28 pilot bases for the transformation of scientific and technological achievements, and 16 municipal-level technology industrial parks.
Developing Capabilities and Strengthening Enterprises' Leading Role in Innovation—
At the 2025 Changchun International Optoelectronic Expo, Henghui Measure attracted wide attention. The company's latest product has achieved low-cost substitution for foreign products across all indicators.
"We encountered technical challenges during the R&D process. But with the support of the Changchun Municipal People's Government, we posted a recruitment notice for talent," recalled Chang Shuai, General Manager of the company. The Changchun Institute of Optics, Fine Mechanics and Physics of the Chinese Academy of Sciences stepped forward and quickly resolved the problem. Over the three years since its establishment, Henghui Measure has continuously improved its independent innovation capabilities through mechanisms such as "sci-tech innovation specialists" and "open competition for selecting the best candidates", witnessing year-on-year revenue growth.
From 2022 to 2024, the number of high-tech enterprises in Changchun increased from 2,497 to 3,367, while specialized, refined, differential, and innovative enterprises rose from 1,037 to 2,499.
Stimulating Vitality to Continuously Optimize the Innovation Ecosystem—
In the workshop of Changchun Lighteek Photonics Inc., digital production lines for satellite laser communication terminals are in full swing. These devices will soon be launched into space.
"Our company once faced difficulties with insufficient funds, limiting production capacity," said Dong Zhe, Deputy General Manager of the company. "Changchun's Future Seed Fund invested RMB 5 million in our company, easing the immediate pressure and allowing new technologies to be quickly applied."
In recent years, the city has focused on building a "1+6+N" fund cluster, establishing multiple funds to meet different needs, with the scale of sci-tech innovation funds reaching RMB 24 billion." The initiative of investing in early-stage, small-scale enterprises specialized in key and core technology has helped sci-tech innovation enterprises overcome challenges like long project cycles, financing difficulties, and slow transformation," said Zhang Guozhong.
To pave the way for scientific and technological achievements, Changchun has set up seven dedicated transformation teams, cultivated over 1,300 technology brokers, and continuously explored projects suitable for local transformation by connecting supply and demand. Meanwhile, the city is gradually establishing a full-cycle policy support system for sci-tech innovation. From 2022 to 2024, the annual number of local transformations of scientific and technological achievements in Changchun increased from 850 to 3,517.
