He stressed that it is necessary to thoroughly implement the spirit of the 20th CPC National Congress, seize the development opportunities of the "New Four Modernizations" of the automobile industry, give full play to the leading role of FAW Group and carry forward the advantages and make up for the deficiency to accelerate the construction of world-class advanced automobile manufacturing cluster and contribute the strength of Jilin to accelerate the construction of a powerful manufacturing country.

At the meeting, 23 relevant leaders, from Changchun Municipal Industry and Information Technology Bureau and Jilin Provincial Industry and Information Technology Department, FAW Group, College of Automotive Engineering, Jilin University, Changchun Chamber of Commerce for Auto Parts Manufacturers, Qiming Information Technology Co., Ltd., Changchun FAWAY Automobile Components Co., Ltd., Dalu Automotive Electronics (Changchun) Co., Ltd., Jilin Universal Machinery (Group) Co. Ltd., Jilin Jinhong Automotive Parts Co., Ltd., Jilin Venus Intelligent Technology Co., Ltd., among others, proposed suggestions on developing and expanding the automobile industry cluster. Han Jun took notes while listening, and discussed and communicated with everyone in depth.

Han Jun stressed that the automobile industry is a dominant pillar industry of our province with obvious advantages, strong development momentum and outstanding supporting and leading role. Changchun automobile industry cluster successfully broke through the fierce competition and listed in the national advanced manufacturing cluster, which fully demonstrated the advantages and leading position of the automobile industry in our province. Therefore, it is necessary to strengthen the top-level design, focus on improving the advancement, toughness and safety level of the automobile industry chain, drive regional works with successful experience, and deepen the cooperation between government and enterprises, so as to jointly promote the high-quality development of the automobile industry cluster. First, technological innovation should lead the transformation and upgrading of the automobile industry, so as to seize the commanding heights of industrial development. Specific measures include to support FAW Group to build into a world-class enterprise, give full play to the role of FAW, Jilin University and other large universities, institutions and enterprises, establish innovation consortia such as automotive research institutes, create a collaborative innovation ecology, accelerate breakthroughs in key core technologies and strive to produce more original technological achievements. It is also required to strengthen the integration of industry and education and cooperation between industry, university and research institutes, accelerate the training of inter-disciplinary, application-oriented and skilled talents, plan and implement special actions to introduce high-end talents to advanced automobile industry clusters, and seize the technology and talent commanding heights. Second, it is necessary to drive supporting industries based on vehicle manufacturing, so as to modernize the entire industrial chain. By taking major projects such as Audi FAW new energy vehicle and FAW FinDreams Battery as opportunities, strive to shorten the supporting radius and greatly improve the local matching rate by focusing on power system, body system, automotive electronics, chassis and new energy and other supporting systems, so as to make the supporting industry strong. Besides, it is also required to take transformation and upgrading measures for vehicle enterprises, achieve synchronous transformation in aspects including technology, material and process and locate engine, motor, chassis, gearbox, vehicle body and other high-quality, high value-added production lines in the local, so as to promote Changchun to build a core distributor gathering place. Third, create a full-chain automobile business mode to improve the competitiveness of the whole life cycle. It is indispensable to accelerate the integrated development of vehicles, spare parts and aftermarket, vigorously develop automobile services such as inspection and testing, certification, patent application, financial intermediary and trade logistics, and build an automobile industry ecology to further enhance the comprehensive strength and competitiveness of the automobile industry. Fourth, improve the supporting policy system and provide comprehensive factor guarantees. To achieve the goal above, it is required to strengthen the provincial and municipal linkage working mechanism, ensure smooth service channels, improve the construction of comprehensive test sites and battery charging and changing infrastructure, strengthen the guarantee for land, energy and labor and designate special teams to promote the development of industrial clusters.
