The Innovation-driven Development Forum of the 3rd Global (Changchun) Manufacturing Service Outsourcing Summit was held on July 20, 2021. A number of experts and enterprise representatives had in-depth communications and discussions at the forum. 

The forum was held in line with the theme “Independent Innovation in Science and Technology and Construction of Changchun National Regional Innovation Center”. Xing Houyuan, Director of Service Outsourcing Research Center of the Ministry of Commerce, delivered a speech, saying, “Science and Technology is the primary productive force, and innovation is the first driving force leading development. Driven by the new generation of IT and innovation in digital technology, new technologies, new formats, new modes, new manufacturers, new technology innovations, new services and new consumptions have emerged one after another, leading to a subversive industrial revolution in all walks of life. Based on regional resource endowment and basic conditions, Changchun Hi-tech Industry Development Zone makes every effort to strengthen characteristic, leading industries. The effects of demonstration and guidance of innovation-driven development demonstration zones and pilot zones for high-quality development are emerging. 

The first speaker Sun Xiangyu, Senior Engineer of the Torch Center of the Ministry of Science and Technology, stressed that in the new era national hi-tech zones should become highlands of innovation, industries, talents and opening up, strengthen the building of national strategic sci-tech strength, strengthen the planning of future sciences, technologies and industries, and promote the construction of zero-carbon sci-tech park. 

Zhao Song, Deputy General Manager of Chang Guang Satellites, analyzed Changchun’s advantages in and development prospects for optical industry, with focus put on promoting the application and industrialization of major special achievements, accelerating the localization of lithography machines, taking the lead in establishing the national semiconductor laser technology innovation center, promoting cross-field integration, creating a new cultivation pattern of “optics plus” achievements, and facilitating the transformation of technological achievements with the needs of regional industrial development to form a new chain of coordinated development in the whole region. 

Fu Qiang, Vice President of Transn, shared his ideas on exploring a new mode of language information service trade. Fu said that information data had become a new factor of production, and the ability to capture key information had become the basis for winning global market. The changes of internal and external factors are changing the traditional industrial structure, The leading artificial intelligence language service platform will transform the commodities made in China into the information made in China. 

The forum was climaxed by the roundtable dialogue. Presided over by Zhang Qiang, Secretary General of Zhongguancun Zhike Service Outsourcing Alliance, Zhao Limin, Deputy General Manager of BU2 of Wistron, Liu Jingyu, Chief Marketing Officer of Atos, Shen Yuan, Assistant Secretary General and Head of Think Tank of China Productivity Promotion Center Association, Qiu Yuefeng, Senior Vice President of Growing IO, and other guests had in-depth discussions on the transformation and upgrading of manufacturing industry, industrial transformation, intelligent upgrading, digital transformation, standardization and brand building, and put forward some opinions on the construction of Changchun National Regional Innovation Center.
