The 5th Session of the 13th Changchun Municipal Committee of the CPPCC was opened at Jilin Province Hotel on January 11, 2021. The members from all walks of life gathered together to deliberate the new development goals of the 14th Five-Year Plan, undertake new responsibilities and demonstrate new achievements, and contribute with wisdom and strength to promote in an all-round way the construction of a modern metropolitan area and make a good start of the 14th Five-Year Plan of Changchun City.

On behalf of the CPC Changchun Municipal Committee, Wang Kai, Secretary of the CPC Changchun Municipal Committee, congratulated on the opening of the session, saying, “2020 is extremely unforgettable. General Secretary Xi Jinping visited Changchun during his inspection trip to Jilin Province. With cordial care and earnest entrustment, the important speeches and instructions made by General Secretary Xi Jinping added new responsibilities and missions to the revitalization and development of Changchun City, encouraging each and every one of us to forge ahead with joy and gratitude. 2020 is extremely difficult. We were first hit hard by the severest epidemic in a century, then by rare typhoons, snow and ice disasters in history. All involved in the city from nurses, policer officers, sanitation workers to project builders, from cadres to ordinary citizens joined as one to fight regardless of life or death against such extreme tests and difficulties and for the happiness and peacefulness of the city. 2020 is extremely remarkable. The task of poverty alleviation in the new era was completed with all population on list lift out of poverty as scheduled. The China (Changchun)-ROK International Cooperation Demonstration Zone, the change of governance over Gongzhuling and the National Airport Economic Demonstration Zone were approved. The construction of the ‘four plates’ and ‘two bases’ was accelerated. The task for the ‘six stabilities’ and ‘six guarantees’ was implemented as required. FAW-Volkswagen became the only manufacturer with an annual output value of more than RMB2 million. FAW Hongqi became the only luxury brand with an annual productivity of more than 200,000 cars. The mission of one rocket with nine satellites was completed. It was a harvest year of grains though affected by extreme weathers. The annual economic growth secured a leading position with 3.5% in Northeast China, higher than that of the whole country. These achievements made Changchun the most eye-catching city in Northeast China.”

“Only in hard times can courage and perseverance be manifested. Only after polishing can a piece of jade be finer,” Wang Kai said, “Over the past year, the organizations at all levels of the city and all members conscientiously implemented the important thoughts of General Secretary Xi Jinping on strengthening and improving the work of the CPPCC, taking serving the overall situation as the responsibility, focusing on the people’s livelihood as the main theme, and enhancing solidarity and cooperation as the guarantee, with positive results made due to wisdom and hard work for the normalization of epidemic control and prevention, optimization of business environment and victory of poverty alleviation.”

Qi Yuanyuan made a work report on behalf of the Standing Committee of the 13th Changchun Municipal Committee of the CPPCC, saying, “2020 is the year of decisive victory in building a moderately prosperous society in an all-round way, the end of the 13th Five-Year Plan, and the 70th anniversary of the establishment of Changchun Municipal Committee of the CPPCC. Under the firm leadership of the CPC Changchun Municipal Committee, Changchun Municipal Committee of the CPPCC, which is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, has thoroughly studied and implemented the spirit of the 19th CPC National Congress and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, conscientiously implemented the important thoughts of General Secretary Xi Jinping on strengthening and improving the work of the CPPCC and the important instructions made by General Secretary during his inspection trip to Jilin Province, fully implemented the spirit of the work conference of the Central Committee, Jilin Provincial Committee and Changchun Municipal Committee of the CPPCC, brought into full play the role as a special consultation institution, and taken strengthening ideological and political guidance and widely gathering consensus as the central link, and organizing and implementing annual consultative plans as the main line, with 13 key inspections and 15 supervisory inspections organized, 2 standing committee meetings on participating in deliberating government affairs, 4 special consultation meetings and 9 consultation symposiums held, 49 research reports and 12 inspection reports made, 352 proposals submitted, 303 pieces of social and public opinions collected, and more than 900 CPPCC members selected for performance of duties, new progress and achievements made in various work, new contributions made to building a moderately prosperous society in an all-round way and accelerating the construction of a modern metropolitan area in Changchun City.”

Qi Yuanyuan stressed that Changchun Municipal Committee of the CPPCC will insist on connecting promoting democracy and enhancing solidarity, pushing forward in two ways making advice and congregating consensus, focus on promoting the construction of a modern metropolitan area, and bring into full play the advantageous role as a special consultation institution in the national governance system, thereby collecting wisdom and strength to make a good start for the 14th Five-Year Plan made to promote the revitalization and development of the city, and contribute with a Chapter of Changchun City to the construction of a modern socialist country.
