International Marrige
According to the provisions of the Marriage Registration Regulations promulgated by the Ministry of Civil Affairs of the People's Republic of China in 2025, the authorities responsible for handling marriage registration between Chinese citizens and foreign nationals are the civil affairs departments of the people's governments of provinces, autonomous regions, and municipalities directly under the central government, or authorities designated by these civil affairs departments.
When a Chinese citizen and a foreign national plan to get married within the Chinese mainland, both parties shall go together to the marriage registration authority located in the place of permanent household registration of the mainland resident to complete the marriage registration.
A mainland resident applying for marriage registration shall present the following documents and supporting materials:
(1) His or her ID Card;
(2) A signed declaration stating that he or she has no spouse and that there exists no direct blood relationship or collateral blood relationship within three generations with the other party.
A foreign national applying for marriage registration shall present the following documents and supporting materials:
(1) His or her valid passport or other valid international travel document;
(2) A certificate of no spouse issued by the notary office or competent authority of his or her country and authenticated by the Chinese embassy or consulate in that country, or by the embassy or consulate of that country in China. Alternatively, a certificate of no spouse issued by the embassy or consulate of his or her country in China. All foreign materials should be attached with Chinese translation.
Supplementary Provisions:
Chinese embassies and consulates abroad may, in accordance with the relevant provisions of the Regulations, handle marriage registration for Chinese citizens who both reside in the country where the embassy or consulate is located.
The format of marriage registration certificates prescribed in the Regulations shall be formulated and supervised by the civil affairs department of the State Council.
The parties applying for marriage registration, or reapplying for a marriage certificate or divorce certificate, shall pay a certificate fee. The fee standards shall be determined and published by the pricing department of the State Council in conjunction with the financial department of the State Council.
The Regulations came into force on May 10, 2025.
