Recently, Zhang Zhijun, member of the Standing Committee of the CPC Jilin Provincial Committee and Secretary of the CPC Changchun Municipal Committee, visited the Commission Office of Public Sectors Reform of CPC Changchun Municipal Committee and the Foreign Affairs Office of the Changchun Municipal People's Government. He stressed importance on upholding the guidance by the spirit of the 20th CPC National Congress and in-depth implementation of the spirit of the important speech and instructions by General Secretary Xi Jinping, and he said that the Office should focus on the central task, serve the overall situation and fulfill the duty, as well as serve and empower the key tasks including "a powerful city in three aspects and three centers of regional innovation, consumption and cultural creation", "city linkage in six areas" and "ten major projects", so as to advance the high-quality development.

Zhang Zhijun went to the Administrative Staffing Division of Commission Office of Public Sectors Reform of CPC Changchun Municipal Committee and the Administration for Public Institution Registration to visit the personnel and learn about the reform of Party and government institutions, public institutions, and key area systems and mechanisms of Changchun, listening to the relevant work reports. Zhang Zhijun stressed that the Office should respond to the call of the public sector reform work situation by upholding the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and deeply learning and implementing the spirit of the important instructions by General Secretary Xi Jinping on the public sector reform, and coordinate the use of various resources for public sector reform and expand the work in staffing and coordination between the departments and regions according to the idea of "strictly controlling the totals, coordinating the use, combining the increase and decrease, promoting dynamic balance, ensuring the key points and serving the development". Also, the Office should actively serve the overall development of Changchun as well as optimize the functional system of institutions, revitalize the resources for public sector reform and explore and implement the dynamic management by strengthening the construction of "a powerful city in three aspects and three centers of regional innovation, consumption and cultural creation" and carrying out the key tasks of "ten major projects" in accordance with the demands of economic development and social management, so as to continuously improve the efficiency of the utilization of resources for public sector reform.

In the Changchun Municipal Foreign Affairs Office, Zhang Zhijun walked into the visa protection center, the foreign language website, the Foreign Information Service Department and other offices to learn about the functions and responsibilities and visit the personnel. He pointed out that the foreign affair work is an important integral part of the foreign work of the Party and the state, and the Office should raise the political awareness and carry out the practice and work guided by the Xi Jinping Diplomatic Thought by upholding the principles of "small foreign office and big foreign affairs", so as to firmly grasp the correct direction of foreign affairs work. Also, the Office should fully play the advantages of Changchun's foreign affairs resources in policy, platform, channel and information to actively serve and better integrate into the construction of the "Belt and Road", so as to promote the higher-standard opening up and foster the new advantages in international competition and cooperation. Meanwhile, the Office should raise the awareness of innovation, optimize the business environment, and support the enterprises to actively "go to the world" for expansion of foreign exchanges and cooperation, so as to continuously improve Changchun's global reputation and influence. Additionally, the Office should comprehensively strengthen the Party's leadership over the foreign affairs work and build a team of foreign affairs cadres that are firm in political belief, proficient in professional skills, excellent in working style and strict in the discipline, so as to promote the high-quality development of the foreign affairs of Changchun.
