On February 15, Zhang Zhijun, member of the Standing Committee of the CPC Jilin Provincial Committee and secretary of the CPC Changchun Municipal Committee, held a symposium to listen to the opinions and suggestions of enterprises and experts on the development of the biomedical industry. He stressed that we should build a bio-pharmaceutical industrial cluster worth RMB 100 billion and strengthen the coordination and docking of policies, funds, talents, markets, business factors, innovation platforms and industrial ecology to promote a better integration of effective markets and engaging governments, cultivating more specialized and sophisticated enterprises that produce new and unique products and hidden champions and individual champions in subdivided fields, and facilitating the high-quality development of the bio-pharmaceutical industry in our city.

Zhang paid a field visit to the Jilin Tianyao Bencaotang Pharmaceutical Co., Ltd., Jilin Zhongke Biotechnology Co., Ltd., and Changchun JA Biotech Co. Ltd. and went deep into the front line of the workshop and the R&D center, communicating with the enterprise leaders and the R&D team, asking questions and offering services for problem solutions.

During the visit, Zhang presided over a symposium to listen to the development report of the city's biomedical industry. Leaders of pharmaceutical enterprises such as the Changchun GeneScience Pharmaceutical, Changchun BCHT Biotechnology, Changchun Institute of Biological Products, Dirui, Haiyue Pharmaceutical, Changyuan Pharmaceutical, and other institutions such as the Changchun University of Chinese Medicine, School of Pharmacy of Jilin University, Provincial Institute of Drug Control and Research, and Bethune First Hospital of Jilin University made speeches successively. Zhang Zhijun listened carefully, fully communicated with everyone on the general issues in the research and development, production and marketing of biomedicine commonly mentioned in the speeches, and asked the relevant departments to sort out, study and collect these opinions and suggestions, to reflect them in the development policy of the city's biomedicine industry for a down-to-earth implementation.

Zhang emphasized that the 20th National Congress of the Communist Party of China has made a systematic deployment to promote the construction of a healthy China. The province has issued documents such as accelerating the high-quality development of the biomedical industry and building a province of pharmaceutical industry. From the perspective of our city, the bio-pharmaceutical industry is a development-focused and a strategic emerging industry in Changchun during the "14th Five-Year Plan". Despite the impact of the pandemic over the past three years, the bio-pharmaceutical industry of the city has achieved a countertrend increase. The output value has nearly doubled in the past three years, with an average annual growth rate of 23%. A good situation has initially been formed in which bio-pharmaceutical is the leading factor, and chemical drugs, traditional Chinese medicine and medical devices are advancing side by side and making breakthroughs at multiple points. In particular, as the "linkage in six city areas" is advancing in depth, the shaping of the "one pillar and six pairs" industrial system is being accelerated, which will bring rare opportunities and provide strong support for the new round of rapid growth of the biomedical industry.

Zhang Zhijun stressed that in the next step, relying on the construction of "Changchun Pharmaceutical Valley", we will focus on key fields such as biopharmaceuticals, vaccines, traditional Chinese medicine, chemical drugs, medical devices, and strengthen policy support and the construction of projects, industrial parks and platforms, striving for a bio-pharmaceutical industry cluster worth RMB100 billion. It is hoped that the majority of pharmaceutical enterprises will seize the opportunity, actively go out and expand the market, and jointly plan and implement a number of biopharmaceutical chain supplement projects with the city to promote the leapfrog development of the biopharmaceutical industry, highlighting the innovation, strengthening the cooperation between enterprises and universities such as Jilin University, Changchun Institute of Applied Chemistry, Changchun University of Chinese Medicine, and focusing on intensive work in their fields to forge the core competitiveness of enterprises. Relevant departments are required to introduce targeted policies, continue optimizing working style, strengthening service, bettering environment and cultivating industrial ecology with joint effort. At present, we should focus on the realization of a "good start" of the economy in the first quarter, pay close attention to the service to help enterprises, increase the investment attraction and project construction efforts, promote the "visit, research, training, service, business matching, investment promotion, construction and supervision" from macroscopic aspects to shoulder new responsibilities and actions with social achievements.
