To implement the deployment “guarding against imported cases and a rebound in indigenous cases” by the CPC Jilin Provincial Committee and the People’s Government of Jilin Province, the relevant decisions made by the Leading Group of the Covid-19 Control and Prevention of Jilin Province are hereby notified as follows:

1. The “14 + 14” centralized isolation shall be continued for those from overseas high-risk countries, that is, 14-day centralized isolation at entry port, and 14-day centralized isolation after returning back (coming) to the particular community of Jilin Province. The “14 + 7 + 7” isolation shall be continued for those returning from other countries, that is, 14-day centralized isolation at entry port, 7-day centralized isolation after returning back (coming to) the particular community of Jilin Province, and then 7-day isolation at home. The ones out of isolation shall be put on list under community health follow-up management, and for medical care and treatment, if needed, reporting his or her overseas travel and residence history to the medical institution involved is required.

2. The medium and high-risk areas have now been clarified to streets, communities and villages. The 14-day centralized isolation shall be implemented for those who have returned back (come) to Jilin Province from identified medium and high- risk areas. During the period, three nucleic acid tests “right before, in and after isolation” should be conducted. The measure “test right after arrival” covering sample collecting, registering and sighing for letter of commitment shall be taken at the earliest possible time at the first place for each and every one who comes from high-risk counties (cities, districts) and the one involved shall ensure self-protection before allowed to travel.

3. The residents in Jilin Province who have been to high-risk counties (cities, districts) in the recent 14 days shall report to the particular communities. Those who plan to return back to (visit) Jilin Province from medium and high-risk counties (cities, districts) shall report to the particular communities or units 24 hours in advance for reception. The responsibility of reporting as required shall be implemented. The ones who have concealed itineraries and then caused the spread of the epidemic shall be held accountable in accordance with laws and regulations.

4. Such indoor group activities as gatherings, large-scale consolations, parties, dinner reunions, various temple fairs and new year’s celebrations shall be canceled and cultural and tourism activities, family reunions, wedding ceremonies, parties among classmates, alumni members and chambers of commerce as well as various kinds of sizable nongovernmental meal parties shall be strictly controlled.

5. Strengthen whole-process management on storage, transportation, processing and sale of imported cold-chain foods, attach equal importance to people and objects-related control and prevention, tests and disinfections, three certificates and one code (inspection and quarantine certificate, nucleic acid test certificate, disinfection certificate and traceable code for imported cold-chain foods) shall be checked as strictly as required, and the public are suggested to avoid raw foods and work well for daily protection.
