On November 18, the provincial meteorological authority issued an orange alert for blizzards, and Changchun city saw the first freezing rain and snow this winter with dropped temperature. In the early morning of the 19th, a large area of Changchun was hit by freezing rain, and people’s mobility was influenced by slippery roads and fallen trees. The rain and snow have grounded some flights and forced trains and light rail trains to suspend service, as well as passenger stations to be closed. Due to the instable voltage, water, power and heat supplies were cut off in some urban areas. In the face of the extreme weather, the Provincial Safety Committee has held several emergency dispatching meetings and deployed various preventive measures to safeguard people's lives and property with all-out efforts. Meanwhile, Changchun citizens have also launched a self-rescue action to fight the disaster.
