The New Town of Changchun Yitian Silicon Valley signed a cooperation agreement with Global 500 Downer EDI Limited on the settlement of Changchun Ao Hua Technical Consulting Co., Ltd., the latest project as the headquarters (China) of Downer EDI Limited in the New Town of Yitian Silicon Valley, Changchun Hi-tech Industry Development Zone, on November 20, 2019.

Qi Guohua, Director General of Changchun Foreign Affairs Office (CCFAO), was invited to the unveiling ceremony of the purchasing center and the settlement ceremony of Centralized Purchasing Center (China) of Downer EDI Settled in Changchun City in HongQi Building. Qi also delivered a speech at the ceremony which was attended by competent officials of CCFAO and senior executives of Downer EDI Limited and Yitian Emerging Industry Group.

As the fourth largest listed company in Australia, Downer EDI Limited has 400 operating institutions and 199 subsidiaries around the world. The partnership with CRRC Changchun Railway Vehicles for the double decker and subway projects totaling RMB50 billion in Sydney and Melbourne is the largest investment project between China and Australia. So far, 838 rail transit vehicles have been delivered to Australian customers.

To expand cooperation channel and carry out more cooperative projects, Downer EDI Limited established a wholly-owned subsidiary in Changchun City, Changchun Ao Hua Technical Consulting Co., Ltd., the first of its kind in China, as an effort to provide all-round cooperation for the group to seek cooperative projects and technology transfer partners in China.

This year, Downer EDI Limited decided to establish a “centralized purchasing center” in Changchun City to undertake the procurement business of Downer EDI Limited, and then expand the scope of procurement to infrastructure, heavy mining equipment, bulk orders of textiles, special purpose vehicles, etc. The amount of procurement is expected to reach RMB1.5 billion.

This is the first centralized purchasing center and also a breakthrough in this regard set up by a Global 500 Enterprise in Changchun City. It is not only a headquarters but also a propeller to optimize the quality of exports, reinforce the degree of export-oriented economy, drive the foreign trade and expand the economic and trade cooperation of Changchun City with the outside world.

The settlement of the headquarters is a success of Changchun City in serving foreign enterprises, promoting foreign enterprises to set up cooperation platforms, broadening the channels for cooperation and investment attraction. CCFAO is now coordinating to help the center go through such procedures as export, customs, industrial and commercial formality, commercial scope expansion and adjustment as well as introduction of intellectual resources.
