Changchun Launches Safety Assurance Collaborative Innovation Center for Ice and Snow Sports
On October 15, the Safety Assurance Collaborative Innovation Center for Ice and Snow Sports covering six northern provinces and regions was officially established in Changchun. Led by the China-Japan Friendship Hospital of Jilin University and the Key Laboratory of the Ministry of Culture and Tourism for "Ice and Snow Tourism Venue Equipment and Intelligent Service Technology" at Jilin University, the center serves as a hub for 105 institutions across Jilin, Liaoning, Heilongjiang, Hebei, Inner Mongolia Autonomous Region, and Xinjiang Uygur Autonomous Region. It aims to transcend geographical and institutional barriers by leveraging diverse stakeholders and a unified indicator system, providing a strong impetus for high-quality development of the regional ice and snow economy.

The center was initiated by eight types of ice and snow service providers, spanning sports education, tourism, equipment, consumption scenarios, rescue and medical care, sports rehabilitation, finance and insurance, and safety data and information. Among them, there are 14 government and subordinate units, 20 medical institutions, 20 universities and research institutes, 10 academic societies and associations, and 41 enterprises related to ice and snow venues, tourism, and equipment. The center will break regional and industrial boundaries to enhance the service awareness and fully mobilize the service capabilities of various ice and snow stakeholders, build consensus, and foster collaborative innovation, thereby providing comprehensive support for the high-quality development of the ice and snow economy in the six northern provinces and regions.
On the same day, the first Ice and Snow Sports Safety Assurance Indicator System (Version 1.0) was released. This system was developed by the two founding units in collaboration with experts from over ten universities and multiple enterprises. It comprises 4 primary, 43 secondary, and 191 tertiary indicators, covering the entire process of ice and snow sports, and involving areas such as public outreach and guidance, professional coach training, equipment and clothing technology R&D, and spatial allocation of medical resources. "The safety of ice and snow sports has gained significant attention. As the only national emergency medical rescue base, national trauma regional medical center, and national orthopedic regional medical center in Jilin Province, our hospital boasts strong expertise in sports safety assurance, rehabilitation treatment, and emergency rescue," said Du Jianshi, Secretary of the Party Committee of the China-Japan Friendship Hospital of Jilin University. With the establishment of the Collaborative Innovation Center, the hospital will draw on its strengths in orthopedics and vascular surgery, supported by professional teams and advanced equipment, to provide immediate professional medical services for ice and snow sports participants and effectively reduce the risk of sports injuries.
