Industrial Categorization: On the basis of two pillar industries of intelligent equipment manufacturing and agricultural processing, priority will be given to the cultivation of three emerging industries, that is, biomedicine, new energy and new materials, and cultural tourism. The key point is to promote the development of new economic industries. 

IV. Project Profile and Construction Content: Xin’an Cooperation Zone (Core Area includes Helong, Taipingchi Eco-friendly Economy Zone) covers an area of 506 square kilometers including a core industrial area of 264 square kilometers. It is the only cooperation zone in Jilin Province under coordinated development with national level new areas. Being closely related to Changchun City and Changchun New Area, it belongs to the core of the metropolitan area of Changchun City. The key projects are as follows:  

1. Entrepreneurial Incubation Building: The project covers an area of 40,000 square meters, with a planned investment of RMB200 million. On the basis of such science research institutes as Jilin University, cooperation among industrial enterprises, schools and research institutes will be carried out to actively develop scientific and technological achievement transformation platforms, industrial incubators, maker space and headquarters economy, constantly explore blockchain technology, and continuously empower innovation in financial industry. It is such a new multi-functional economic base and a new cultivation base for new industries that integrate office work, innovation and entrepreneurship, maker space, academic lecture, scientific research finding transformation, etc. 

2. Green Food Processing Industrial Park: The project covers an area of 280,000 square meters and a building area of 200,000 square meters on which RMB300 million will be invested. Relying on the advantageous ecological foundation, the project focuses on green development to make up for the short board of agricultural and food processing of Jilin Province, with priority to be given to promoting the cluster-type, top-end development of healthy food processing industry, greatly improving the processing depth and added value of agriculture and food processing industry, and building a healthy food processing base and distribution center. In line with green and healthy concept, efforts will be put into exploring top-end market, and developing the processing and manufacturing of such nutritious health preservation products as corn slimming and bowel cleaning tablets, soybean lecithin and soybean isoflavone by means of ushering in domestically and internationally renowned manufacturers of health preservation products and nutrition supplements. 

3. Intelligent Manufacturing Industrial Park: The project covers an area of 158,000 square meters, and a building area of 100,000 square meters on which a total of RMB170 million will be invested. It is meant to congregate a batch of professional manufacturers of spare parts around steering module, braking module, driving module and environmental module. In-vehicle electronics, automobile semiconductors and optoelectronic components will be taken as the starting point to cultivate 100 leading supportive spare part enterprises. The cooperation between the Cooperation Zone, Auto Industry Development Zone and Changchun Railway Equipment Manufacturing Industrial Park will be promoted to usher in key core component makers of traction system, braking system, transmission system and air conditioning system to speed up the construction of supportive capacity and test verification capacity. 

The three aforementioned projects will be invested and constructed by Xin’an Cooperation Zone in line with the incubator mode. The investors from all walks of life are warmly welcomed to join hands with the zone for joint development and prosperity.
