Changchun Named Among "Top 20 Chinese Cities for Business Environment"
The 2025 Global Commercial Newspapers Economic Forum & the "Golden Kunpeng" China Financial Value Ranking Awards Ceremony took place in Hong Kong. Among more than 300 participating cities, Changchun stood out and was honored as one of the "Top 20 Chinese Cities for Business Environment", marking authoritative recognition by an international financial award of the city's continuous efforts to optimize its business environment.
The "Golden Kunpeng" China Financial Value Ranking, a flagship annual event of the Global Commercial Newspapers Economic Forum, selects outstanding political and economic models of benchmark significance and enjoys wide influence and high credibility in the capital market. It serves as a "financial value benchmark" that combines global perspectives with Chinese depth. Among its categories, the "Top 20 Chinese Cities for Business Environment" is one of the most closely followed by capital, as it directly affects international investors' assessment of a city's development potential.
In 2024, Changchun set the goal of "diversifying service methods, optimizing service procedures, simplifying required materials, and minimizing service costs", and steadily advanced the "one-stop government services" reform.
The city implemented electronic registration of business entities throughout the process, enabling "one-stop online processing", "same-day completion", and "free services" for affairs related to market registration, public security, taxation, social security, housing provident fund, and banking.
The "streamlined approval" initiative was launched, allowing 956 types of electronic licenses across 47 categories to be shared without submission, reducing processing time limits for government services and administrative approvals by 83% and 78%, respectively, with immediate processing rates reaching 53% and 43%, respectively.
A direct policy access platform was built to ensure policies are "directly and quickly accessible" and "automatically applied". Through the "Ten Thousand Officials Supporting Ten Thousand Enterprises" initiative, 4,660 enterprise service commissioners established close ties with businesses. They provided targeted support and services for over 7,000 "enterprises of four categories" and high-growth enterprises, resolving 1,215 development-related issues throughout the year.
The city established the Changchun Intelligent Legal-Services District and a National Intellectual Property Protection Demonstration Zone, enhancing capabilities in IP dispute mediation and infringement consulting, while offering patent pre-examination services.
Furthermore, it comprehensively strengthened its credit system. In 2024, it collected 4.56 billion pieces of credit information and conducted over 4,200 one-stop credit restorations. In July 2024, its comprehensive credit index ranked second among 36 provincial capitals and cities above the sub-provincial level nationwide, firmly placing it in China's leading group.
The honor of being named one of the "Top 20 Chinese Cities for Business Environment" not only affirms Changchun's progress but also reflects high expectations for the revitalization of Northeast China.
