Changchun Jingyue National High-tech Industrial Development Zone, founded in August 1995, is located in the southeastern part of Changchun City. It was originally called Changchun Jingyue Lake Tourism Economic Development Zone, and then renamed Changchun Jingyue Economic Development Zone with the approval of the National Development and Reform Commission on March 6, 2006. In early 2011, the name was changed to Changchun Jingyue Hi-tech Industrial Development Zone by the People’s Government of Jilin Province. In 2012, it was approved by the State Council as a national hi-tech industrial development zone. It governs three townships including Yutan, Xinhu and Xinlicheng, and two sub-district offices called Jingyue and Yongxing. The population totals approximately 400,000. Among the popular scenic areas inside the zone include the Museum of the Imperial Palace of Manchu State, Changchun Automotive Culture Park and Jingyue Lake National Scenic Area and Xinlihu Reservoir. It has a total area of 478.7 spare kilometers including 243 square kilometers of forest and water area. With low-carbon, eco-friendly services, Changchun Jingyue National High-tech Industrial Development Zone was selected as a place for the trial of comprehensive reform of national services by the National Development and Reform Commission on August 17, 2010. On August 26, 2010, the CPC Changchun Municipal Committee and the People’s Government of Changchun City put the zone on the list for the development of cultural clusters, and unveiled the Opinions on the Construction of Cultural Clusters in Jingyue National Hi-tech Industrial Development Zone. After the early stage for the development of suburban tourism, Changchun Jingyue National High-tech Industrial Development Zone has now been transformed into the most picturesque, eco-friendly city proper. The big changes have come especially after 2005 when the new round of strategic development planning was implemented by the CPC Changchun Municipal Committee and the People’s Government of Changchun City.

 

Changchun Jingyue National High-tech Industrial Development Zone is being built up around the beautiful Jingyue Lake. It is situated in the transitional region from the range of Changbai Mountain of Jilin Province to Keerqin Prairie. The altitude ranges from 220 to 406.5 meters. The zone has semi-dry and semi-humid monsoon climate of Eurasia’s continental temperature zone. There are about 800 kinds of higher plants and 82 kinds of vertebrates that can be found here in the zone.

 

It is 16 kilometers away from Changchun Railway Station and 29 kilometers away from Changchun Longjia International Airport. In addition to light rail service, there are three expressways and two high-grade highways inside the zone. More than 70 years has passed since 1934 when the Jingyue Lake was built as a source of water supply. With some 100 square kilometers of manmade forests surrounding the 4.3-square-kilometer water area, Jingyue Lake has formed a stable ecological system, thereby becoming a very popular tourist destination among visitors at home and abroad.
