In 2024, Jilin SYNYI became the first private enterprise in the province to achieve a full-chain closed loop of data assetization, a milestone made possible by the specialized support services offered by Changchun New Area.

 

To help enterprises seize emerging opportunities and explore new markets, Changchun New Area has designed a dedicated data resource value-added service window in its government affairs service hall. This initiative provides full-process "guidance" and "assistance" for key enterprises in data merchant registration, compliance certification for data transactions, and other assetization processes, enabling efficient data merchant registration and data asset listing. Additionally, the Changchun New Area has rolled out specialized training programs for enterprises to accelerate the transformation of data resources into data assets across the province.

In 2024, the Changchun New Area innovatively introduced 32 pragmatic measures to support and protect businesses, including enterprise service-related "affairs in one category" scenarios, enterprise "innovation credit loans", and "legal compliance checks" for small and medium-sized enterprises. These initiatives have effectively addressed the pain points and challenges faced by businesses. Over 50 private science and technology companies with strong innovation capabilities and growth potential have benefited from the "innovation credit loan" policy, receiving "point-to-point" financial support and nurturing services from Changchun New Area. Additionally, the area has helped enterprises identify and mitigate over 400 legal risks and issued 144 "legal compliance check" reports, thereby ensuring that private enterprises can invest with confidence, operate with peace of mind, and develop with ease in Changchun New Area.

 

To address the pain points and bottlenecks in the development of the private economy, Changchun New Area has spearheaded the "standard land + commitment system" reform, guided by precision-oriented reforms. Through reform measures such as applying standardized land parcel lists, reusing provincial comprehensive pipe network information drawings, and adopting the "pre-approval with simplified (reduced) drawings" approach for construction permits, the area has successfully completed 10 "standard land" approvals, 70% of which are private enterprise investments. In 2024, the area carried out its first "three-land joint advancing", enabling three enterprises to secure their desired land parcels simultaneously, significantly reducing enterprise costs and improving land use efficiency.

 

In 2025, Changchun New Area will continue to optimize its business environment by effectively balancing "addition and subtraction". Through leveraging enterprise-oriented government services as a breakthrough, the area will deepen reforms such as "efficiently handling one thing" and integrated services in the construction sector to enhance approval efficiency.
