Integration and Quality Enhancement Drive Changchun's Year-Round Charm

During the 14th Five - Year Plan period, Changchun is expected to receive 680 million tourists and generate a total tourism expenditure of RMB 1.18 trillion, representing a 66% and 40% increase respectively compared to the 13th Five - Year Plan.
These figures are complemented by an array of honors, including being recognized as one of the Top 10 Summer Resort Cities, one of the Top 10 Ice and Snow Tourism Cities, and a National Demonstration City for Cultural and Tourism Consumption.
Behind these figures and honors lies the remarkable rise of Changchun's cultural tourism industry. During the 14th Five-Year Plan period, the city has been committed to building itself into a national center for culture and tourism by vigorously developing the cultural tourism industry into a strategic emerging sector and a new pillar of economic growth. Through bidirectional integration of "cultural tourism +" and "+ cultural tourism", the city has driven a transformation from "one-season appeal" to "four-season vitality" and from "attraction-based tourism" to "all-for-one tourism". Today, the cultural tourism industry has become a new engine for Changchun's revitalization and development, as well as a golden calling card of the city.
Integration empowerment activates the development momentum across the entire region. During the 14th Five-Year Plan period, Changchun has tapped deeply into its resources. The Xinmin Street Historical and Cultural Block, Beijing Street West Historical and Cultural Block, Kuanchengzi Historical and Cultural Block, and People's Square have been renovated and reopened successively, breathing new life into the city's historical heritage. The Changchun Film Festival has long been a grand gathering for filmmakers and film lovers; the Former Site Museum of CFS has seen a rise in out-of-town visitors after innovating its exhibitions; and the local animated film Oh My School! has fueled cultural tourism consumption. The Changchun Air Show has become a benchmark for "aviation + cultural tourism", while industrial heritage sites like the FAW Industrial Tourism Base have been transformed into cultural tourism spaces. The deep integration of industry and cultural tourism has injected new vitality into the market. Meanwhile, comprehensive management of the Yitong River has linked scenic spots along the route, such as the Siji Nanhe Park, into a continuous chain of attractions. The "Fantasy Westward Journey Season" at Changchun Zoological and Botanical Park has created the phenomenal IP "Xuebing Monkey". The Jingyue-Lianhuashan area has been designated a National Demonstration Zone for the Integration of Culture and Tourism, composing an ecological cultural tourism scroll.
Brand quality enhancement builds a benchmark for four-season tourism. Centering on the brand system "Changchun: Beautiful All Year Round", the city has fully exploited its advantages in ice and snow tourism and summer leisure. Its ice and snow brands remain at the forefront. In the 2024-2025 snow season, Changchun New World of Ice and Snow alone received over 1.2 million visitors, and Vasaloppet China reached a record scale. In summer, with the "22°C Summer" as its name card, Changchun held the Summer Art Season, stimulating consumption through diverse offerings. In spring and autumn, special festival activities were launched, creating a four-season tourism matrix. During the 2025 National Day and Mid-Autumn Festival holidays, Changchun received 15.9 million tourists and achieved RMB 11.66 billion in tourism consumption, with both the number of out-of-town visitors and the occupancy rate of star-rated hotels hitting historic highs.
The strengthened foundation supports industrial development. Changchun has improved its policy system, established special funds, and seen rapid growth in market entities. The Changchun Cultural and Tourism Development Group was established, attracting leading enterprises such as Fantawild. In 2025, the city launched 88 key cultural tourism projects, each with an investment of over RMB 50 million and a total planned investment exceeding RMB 100 billion. Today, Changchun is home to three national nighttime cultural tourism consumption clusters, one national leisure tourism block, two national cultural industry demonstration parks, and seven demonstration bases, incubating over 1,400 enterprises with an annual revenue of nearly RMB 5 billion.
Furthermore, to better serve visitors, Changchun has developed the "Junzhi Changchun" digital cultural tourism platform, enabling them to "Explore Changchun with One Mobile Phone". A series of thoughtful services and a mechanism of "handling complaints immediately" have further enhanced the city's image as friendly, hospitable, and open-minded.
During the 14th Five-Year Plan period, Changchun's cultural tourism industry achieved comprehensive leaps in scale, quality, and brands, demonstrating the unique charm of "Changchun as it is". Standing at a new historical starting point, Changchun will continue to focus on building itself into a national center for culture and tourism, accelerate the creation of a nationally renowned tourism destination and a world-class ice-snow and summer resort city, and promote the cultural tourism industry as a new pillar driving new breakthroughs in the city's comprehensive revitalization.
