Changchun Implements Family Care Service Project for Housebound Elderly

A few days ago, the Changchun Civil Affairs Bureau, together with the Finance Bureau of Changchun, the Changchun Municipal Health Commission and the Changchun Municipal Bureau of Healthcare Security issued the Changchun Home-Based Care for Elderly Implementation Measures (Trial) and Changchun Disabled Persons Medical Care Insurance Home Care Service Implementation Opinions (Trial), formulated the Changchun Home-Based Care for Elderly Implementation Plan, and initiated and advanced the city's overall basic elderly service system development by implementing the "1234" measures.

The 1 in the "1234" measures refers to implementing the development of personalized bed availability. According to the specific care needs and living space conditions of the subjects of care, family beds for the elderly should be scientifically built to ensure that "each one household has its policy" and "each one person has his/her own solution."

The 2 in the "1234" measures refers to enacting the double subsidy assurance mechanism, as in establishing a link between care subsidies and medical insurance, fully subsidize elderly people in extreme poverty, and raising maximum subsidies for seniors entitled to subsistence allowances and from low-income families reach as high as 96%, so as to ensure affordable and sustainable services for the elderly.

The 3 in the "1234" measures refers to carrying out three service measures. First of all is to implement age-appropriate reforms, and improve the home care environment for the elderly; second of all is to perform informatization reforms to realize remote monitoring of the health and safety of the elderly; and third of all is to select professional teams to ensure the quality of care services for the elderly, so as to truly achieve "door-to-door insurance" and "door-to-door service."

The 4 in the "1234" measures refers to the realization of four achievements. The first achievement is to provide 2,500 home beds for elderly and provide services to 5,000 person/times to accomplish the performance objectives of the national home and community basic elderly care service improvement action project. The second achievement is to realize the transformation and upgrade from leaving home to seek services to providing in-home services, so as to enable seniors to "live with family and stay at home." The third achievement is to provide 21 types of services for the daily life care and medical care of disabled elderly, so that the problem of care for disabled seniors at home can be effectively solved. The fourth achievement is to enhance service level by empowering senior care institutions with outstanding management capability and service capability, so as to facilitate these organizations to extend the reach of their service and promote long-term development.
