Jilin province promotes reform of system for construction project approval
In March 2019, after the General Office of the State Council issued guidelines on comprehensively carrying out the reform of the system for construction project approval, Jilin province attached great importance to them, immediately formulated and printed an implementation plan for reform, established a provincial leading group for the reform of the system for construction project approval and launched the reform work in all directions.
Innovate the mode of "overall planning of the whole province, provincial establishment for city use", and realize the implementation of reform task. The provincial government has led efforts in setting up a special task force to promote the unified formulation of the provincial approval flow chart, the unified construction of the provincial and municipal two-level system, the unified job training, the unified system docking and the unified establishment of a set of mechanisms. The province has planned to build a set of systems including supervision platform and approval platform, which can be used by all departments, cities and counties (districts) of the whole province. While saving a large amount of construction funds, the systems can more efficiently complete the docking work with the provincial integrated platform and other business systems and have great advantages in stable operation, security protection and data sharing efficiency.The province has comprehensively promoted the reform of the system for construction project approval and the construction of digital government. Relying on Jilin Propitious Cloud, the province has set up a unified Jilin construction project approval management platform which is fully connected with the provincial integrated government service platform, the "Internet Plus supervision" platform, the credit platform, the data sharing platform, the electronic certification system and the unified identity authentication system. Meanwhile, the province has effectively linked with the online investment platform, the basic information platform for territorial space, the joint review system for construction drawings and the construction permission system and has promoted the data sharing and mutual recognition from the project approval stage to the completion acceptance stage, which can realize the cross-system, cross-department and cross-level data sharing and matter processing.
To facilitate applicants to grasp the relevant approval information in real time, the province has developed a smartphone terminal. Applicants can enter "my project" through the construction project approval column of the "Jilin Provincial Online Administrative Service Hall” to check the project approval process and current approval progress in real time and also download the electronic version of the applied license.
Focusing on the bottlenecks and difficulties of the people and enterprises, all departments across the province have rolled out effective and new measures and have referred to the reform plan and task list of the construction project approval system to solve problems one by one, showing "Jilin speed" of project construction.
At present, a total of 3,990 projects have been approved by the provincial project approval system, and the sense of gain and satisfaction of enterprises has significantly enhanced. During the epidemic prevention and control period, the system has also given full play to its role, actively promoted online acceptance and approval and achieved "no meeting" approval to the maximum extent. Last October, at the 2020 government information-based conference, the provincial construction project approval management system won the "2020 Government Informatization Outstanding Achievement Award" issued by the China Information Association.
Based on statistics, the operation efficiency of the provincial construction project approval management platform ranks first in the country, according to Song Gang, director of the Provincial Government Service and Digital Construction Administration. He said that in the next step, the province is to keep promoting various reform measures to take root and to achieve practical results, so as to further improve its business environment.
