Zhang Zhijun, Mayor of Changchun City, presided over the 17th (Enlarged) Meeting of the Party Leadership Group of the People’s Government of Changchun City on September 23, 2020. The meeting was held to study and implement the spirit of General Secretary Xi Jinping’s important speeches at the 15th Meeting of the Central Government for Comprehensively Deepening Reform, Global Trade in Services Summit, Commendation Conference for Role Models in China’s Fight against the COVID-19, Symposium for Scientists and Symposium for Representatives at Grassroots Level and the 8th Meeting of the Central Financial and Economic Commission. 

It was stressed at the meeting that reform deepening should be continued, active measures be taken to cultivate new driving forces and promote various reforms to focus on the new development pattern so as to effectively push forward the reforms in all fields at deeper levels. All involved should promote the high-quality development of service industry, comprehensively implement the strategic deployment of expanding domestic demand, promote the upgrading of structure, brand and environment for service industry, push forward innovation-driven development, build an innovation system consisting of large enterprises, colleges and universities with the characteristics of Changchun City to make bigger strides in such fields as biomedicine, photoelectric information and aerospace, take promoting the construction of new infrastructure project “761” as an opportunity to vigorously cultivate new industries such as big data and AI, vigorously disseminate the spirit of the great fight against the COVID-19, take unremitting measures to fulfil the tasks for anti-epidemic prevention and control, “six stabilities” “six guarantees” to secure better achievements in fulfilling the objectives and tasks set for this year, make a good “14th Five-Year Plan”, another five-year plan highlighting the features of the times and the will of the people by adhering to the principle of opening the door to ask for advice and suggestions so as to have strengthening top-end design connected with the people’s demands, and speed up the construction of a modern circulation system to promote the integrated development of metropolitan areas of Changji and Changping, actively explore the development of circular industry under the background of normalized epidemic prevention and control, and establish a logistic system with sufficient reserves that is able to respond to emergencies with strong resistance capacities. 

In addition, specific arrangements for carrying forward the spirit of the fight against Japan’s invasion, promoting the high-quality development of private economy, and strengthening the construction of teacher teams and government organs were made at the meeting.
