Ten Policies of Changchun City, Jilin Province to Support Implementation of Patent Transformation

To further invigorate higher learning institutions, institutes and enterprises and fully mobilize the enthusiasm of scientific researchers to implement patent transformation, the authorities of Changchun City and Jilin Province jointly issued ten policies to support the implementation of patent transformation, covering such aspects as output of patents from higher learning institutions and institutes, effective transformation and implementation of patents by enterprises, cultivation of high-value patents and financing for enterprises. 

Firstly, support output of patents from higher learning institutions and institutes, with no more than RMB300,000 a year to be subsidized by the province for transferring or licensing more than 50 patents with actual economic benefits. 

Secondly, support patent pledge financing. An enterprise can obtain a total discount interest subsidy of 50%, a maximum of no more than RMB300,000 a year for the transformation and implementation of patent pledge financing. 

Thirdly, support application of China Patent Award, with RMB500,000 to be provided to a gold award winner. 

Fourthly, support small and medium-sized enterprises to transform patented technologies of higher learning institutions and institutes. Changchun City will subsidize with no more than 3% of the technical contract amount, a maximum of no more than RMB300,000 for a single contract. 

Fifthly, support industrial patent navigation, with a maximum of no more than RMB600,000 to be subsided to each and every selected project of the five major industries including modern agriculture and new generation information technology of Changchun City. 

Sixthly, support R&D and operation patent navigation, with a maximum of no more than RMB300,000 to be subsidized to each and every project selected from enterprises or higher learning institutions and institutes of Changchun City. 

Seventhly, support high-value patent portfolio cultivation, with a maximum of no more than RMB300,000 to be subsidized to each and every selected project of Changchun City. 

Eighthly, support standardized certification of intellectual property rights (IPR), with no more than RMB40,000 but lower than the actual certification cost to be subsidized to each and every project of Changchun City. 

Ninthly, support hosted service for intellectual property rights, with a maximum of no more than RMB6,000 to be subsidized to each and every hosted service institution serving the small and medium-sized enterprises in Changchun City. 

Tenthly, support construction of higher learning institutions for IPR pilot and demonstration, with RMB300,000 and RMB500,000 to be subsidized to a pilot and a demonstration unit respectively by Changchun City.
