Changchun city has focused on the demand of "1+6" key industrial clusters for talents, planned the talent chain with the industrial chain, served the industrial chain with the talent chain, fully implemented the coordination project of talent introduction and investment attraction, actively explored the development mode of deep integration of talents and industries, speeded up the transformation from attracting investment to introducing talents, and promoted the formation of a sound momentum of "gathering talents with industries, boosting industries with talents, and integrating talents and industries".
Recruit talents with a special work force. Changchun has set up a special work force for the coordination of talent introduction and investment attraction and strived for the goal of building one trillion-level and six hundred billion-level industrial clusters based on the industrial development plan of "six cities linkage". 34 officials of the special work force in the Yangtze River Delta region have taken the initiative to recruit first-class talents and important talent teams, aiming to accelerate the construction, reinforcement and upgrade of the talent chain. With point-to-point and one-to-one docking services, Changchun has made great efforts in inviting talent teams to visit and to start businesses in the city. To data, two important talent teams led by Dr. Cai Nanxiong, Dr. Lin Daye, as well as Academician Ni Guangnan have been recruited, and relevant industrial projects have been signed.
Introduce talents with precise market allocation. In accordance with the 15 industrial chains determined by its 9 industrial function networks, Changchun has focused on the demand of specialized and sophisticated enterprises for mature talents, firmly grasped and dynamically updated the talent demand situation. Based on the science and education resources of large universities, colleges, research institutes and enterprises, the talent industry list of "six cities linkage" and the research direction of scientific research institutes, Changchun has mastered the status quo of outstanding talents and teams in various industries and established a high-level talent pool and a data list. Through data analysis, element matching, communication and negotiation, the industrial chain and talent chain have coordinated and reinforced each other. Since this year, 8,119 people in urgent need have been introduced in key industries.
Gather talents with innovation carriers. Changchun has issued measures for the administration of industrial talents and allocated 10,000 positions in five years to introduce high-level talents with a master's degree or above for specialized and sophisticated enterprises in the industrial chain. This year, 2,000 positions will be offered to 200 key specialized and sophisticated enterprises to introduce talents in urgent need, and the "Chaoyue Cup" Youth Innovation and Entrepreneurship Competition will be held to build a sci-tech innovation incubation platform for new energy, new materials, new agriculture and other key industries and to cultivate innovative talents urgently needed by industries. Changchun has established an innovative combination of industry and talent integration and explored the building of a "Rare Earth College" of the Changchun Institute of Applied Chemistry under the Chinese Academy of Sciences and a college of characteristic engineers in the photoelectric industry on the basis of promoting the upgrading of China FAW—Jilin University "Hongqi College", so as to boost the transformation and upgrading of talent teams.
