“Three Early” Projects of Leading Industries Account for over 90% in Changchun New Area
The “three early” projects, which feature good quality, strong congregation and high maturity in Changchun New Area, a core area of Changchun National Regional Innovation Center of the “four plates” of Changchun City, will bring about a rapid upsurge of project construction. Changchun New Area has so far had 124 “three early” projects planned, with a total investment of RMB156.1 billion of which RMB22.8 billion will be put in place this year. A number of key projects will go ahead of schedule and all the “three early” projects will be started or resumed by April 20 this year, increasing the number of the started or resumed to 254 for the whole year.
The project Haironghui Plaza for the rim of innovation and entrepreneurship of Jilin University (JLU) will be put into use by the end of this year. Relying on JLU’s rich resources of talents and scientific findings, the plaza is expected to become a new source of power for innovation, build an “innovation and entrepreneurship” ecosystem to lead the future development, promote the “innovation and entrepreneurship” of the city up to a new level, and thus contribute to the high-quality development of Changchun National Regional Innovation Center.
There is also a rapid rise for biomedical projects. For the research and development of biological vaccines, genetic engineering drugs, high-value medical devices and medical consumables, priority will be given to promoting the start or resumption of such projects as GenSci Pharmaceutical Industrial Park, BCHT Vaccine Industrial Park and Zhuoyi Vaccine Production Base which will bring about an extra output value of RMB30 billion for pharmaceutical industry after going operational.
The new spotlights for Changchun New Area are IT projects in the fields of top-end PC production, cloud computing, industrial Internet, AI and photoelectric information for which focus will be put on promoting the resumption of such projects as China Great Wall (Jilin) Manufacturing Base, Jimei Digital Technology Industrial Base(PhaseII), Changchun Intelligent Optical Valley Industrial Park and Longxiang Cloud Computing Data Center so as to open up innovative and industrial chains and create a new highland for the development of IT industry in Changchun New Area.
Aerospace and intelligent manufacturing will create new points for breakthroughs in innovation and efficiency improvement. In aerospace, new materials and new energy and other key fields, Changchun New Area will focus on promoting the resumption of such projects as North Asia Aviation Science and Technology Expo Park, North Lake Innovation Industrial Park, and OLED Materials, and the development of industrial clusters of aerospace and advanced equipment manufacturing. In addition, Changchun New Area will focus on the construction of modern service projects so as to help enhance the connotation of development of the city.
