“We shall make a good start in the first quarter, that is, to stabilize such key industries as automobile and high-end equipment manufacturing, and to speed up the cultivation of new growth points for new energy vehicle, biomedicine, new materials and photoelectric information. We shall ensure factor supplies, operational monitoring and early warning. We shall speed up the modernization of industrial system. We shall promote industrial chain extensions, optimize services and insist on innovation-driven development.” ...... On March 1, the Work Conference of Changchun City for Industry and Information Technology was held. Ma Yanfeng, Member of the Standing Committee of the CPC Changchun Municipal Committee and Executive Deputy Mayor of Changchun City, attended and addressed the conference. 

“1” means to make every effort to build the “International Automobile City” in the “Interactive Construction of Six Cities, focus on the “651” industrial goal to implement projects at the level of 10, 100 or 1000 billion, create an industrial spatial layout of “one core, two wings, eight lines and various parks”, prioritize the development of four leading industrial directions of complete vehicles, auto parts, auto aftermarket services and rail transit equipment, build a world-class industrial corridor, and thus transform the city into a domestically advanced manufacturing center. 

“3” means to develop the authority of industry and information technology into an advisor to the CPC Changchun Municipal Committee and the People’s Government of Changchun City to make decisions for the development of industrial enterprises, small and medium-sized enterprises and private economy, a promoter for the implementation of such decisions and meanwhile a service supplier for entrepreneurs, and thus make the industry and information technology community a “home to entrepreneurs”. 

“7” means to strive to promote the improvement of quality and efficiency for seven pillar industries, put the “two wheels” in high gear and make the “two wings” to fly high, and promote the transformation, upgrading and high-quality development of industries in the whole city. In 2022, all involved in the city shall do the best to realize an increase of at least 6% in total industrial output value. 

“15” means focusing on “services” as the “main responsibility and business” to strive to build 15 service platforms to empower and transform the industrial enterprises, small and medium-sized enterprises and private economy in the city. 

In 2021, under the unfavorable conditions caused by “pandemic”, “shortage of chips”, “lack of coal” and “limitation on use of electricity”, the authority of industry and information technology of the city attached importance to having projects started as early as expected, putting projects in high gear for construction and seizing development opportunities, ensured coordination, mechanism and effort in solving critical problems, and prioritized projects, industries and enterprises, services, relief of difficulties and efficiency, which in turn secured an overall stability of industrial operations. The strategy of “making the city strong through industry” brought about significant achievements, and new breakthroughs in industrial aggregate, industrial development, support service for enterprises, transformation and development. In 2021, the total output value of industrial enterprises above the designated size increased by 2.5% against the drop of 2% of the output value of complete vehicles. The value-added of industrial enterprises above the designate size went up by 3.2% year on year. The strategic and emerging industries including medicine, agricultural processing, optoelectronics and new materials increased rapidly, up 39.7%, 30.2%, 19%, 16.7% year on year respectively.
