The week-long training program for the new employees of Changchun International Automobile City was started at the Party School of the CPC Changchun Municipal Committee on December 14, 2020. The effort is meant to prepare the 83 new comers from the top-ranking higher learning institutions with theory of socialism with Chinese characteristics in the new era, development strategy of Changchun International Automobile City, skills of serving FAW, enterprises and residents and professional ethics so as to make them ready for the construction of Changchun International Automobile City.

This is one of the measures taken by Changchun Auto Industry Development Zone to serve FAW, implement new talent policy, and promote in a pragmatic manner the “six regressions” of FAW Group.

Focus on Serving FAW and Build Highland Suitable for Living and Working for Talents

To serve FAW Group, Changchun Auto Industry Development Zone has issued such a new talent policy aimed at breaking bottlenecks, optimizing structure, and cultivating think-tank that has made satisfactory achievements as expected.

To create the best talent policy system. Changchun Auto Industry Development Zone has learned from its counterparts in such places as Jiangsu, Zhejiang and Shanghai and formulated the Implementation Opinions on Accelerating the Innovation and Development of Talents with the best and most complete incentives for ushering in high-caliber talents from different places of the country and the world to serve the construction and development of FAW.

Since earlier this year, for the development of Changchun International Automobile City in the next five years and the fulfilment of the goal of a trillion-level economy, Changchun Auto Industry Development Zone has studied and formulated Several Opinions on Further Congregating Talents to Serve the Development of FAW, that is, “15 New Measures for Talent Team Construction”, and standardized and planned three aspects and 15 items of “strengthening introduction and training, improving entrepreneurial support policy, and optimizing life security system for talents” to provide a basis for creating the best, most complete, most beautiful and strongest policy system for talents.

To create the most beautiful environment to attract talents. To solve the problems in providing best living and supporting facilities for foreign experts, Changchun Auto Industry Development Zone started the construction project in March this year for foreign experts from Germany, Japan and ROK, with a total construction area of more than 190,000 square meters covering 17 service buildings for foreign experts, one service center for foreign experts, 4 international school buildings and one supporting commerce building.

In the meantime, Changchun Auto Industry Development Zone has communicated and coordinated with the Organization Department of the CPC Changchun Municipal Committee and Changchun Municipal Bureau of Human Resources and Social Security to strive for “two policies” of the year for housing security for high-caliber talents enrolled from top-ranking universities. Over the past two years, such incentives totaling RMB92.766 million have benefited 82 enterprises including FAW and automobile enterprises and 3,440 talents. In addition, a one-time settlement fee of RMB30000, RMB50,000 and RMB80,000 has been provided respectively by Changchun Auto Industry Development Zone for an employee as a full-time undergraduate, master and doctoral student from key universities who has signed a formal labor contract of more than three years with FAW and automobile enterprises.

To create the best talent service guarantee mechanism. Focusing on serving FAW, Changchun Auto Industry Development Zone has opened a “green channel” of talent service for FAW as an effort to coordinate and solve the difficulties in such aspects as household registration, medical care, spouse employment, child education and office space. Over the past years, Changchun Auto Industry Development Zone has also taken active measures to coordinate with the authorities of human resources and social security and education of the city to help the talents with their requests of spouse employment and child education due to which join efforts have been made to collaborate with Northeast Normal University (NENU) in setting up a nine-year experimental school known as NENU Xihu to provide high-quality education for the kids of talents. So far, priority has been given to helping more than 100 talents’ spouses of FAW Group get employed, and more than 100 talents’ kids enrolled to top-ranking schools at provincial, municipal or district level.

An All-out Effort Put into Creating a Congregation Center for Automobile Talents for Future Development

Insisting on the concept of “talents bring about development and talents make the future”, Changchun Auto Industry Development Zone has been attaching importance to broadening visions, taking active measures and implementing in an all-round way, at multi levels and in a wide range the strategy of ushering in talents, inspiring talent and congregating talents.

To congregate high-caliber talents. Confronted with the fact that FAW is in urgent need of high-quality and top-notch talents, Changchun Auto Industry Development Zone has reinforced communication and coordination with FAW to help FAW with introduction, training and development of high-caliber talents thanks to which FAW has ushered in or cultivated 11 national leading talents and 34 provincial leading talents (22 senior experts in Jilin Province and 12 national technicians). Three experts including Wang Zhi from FAW R & D Headquarters have been selected as high-caliber talents in Changchun City.

To attract research and development talents. To implement the important instruction of “revitalizing national automobile brands”, Changchun Auto Industry Development Zone, with such top-notch technologies as automotive research and development, automotive design, new energy, driverless car and 5G as the focus, and the creation of a green intelligent town as the key point, has been ushering in high-caliber talents on a national scale for FAW and Changchun International Automobile City to create an upgraded version of serving the construction of FAW’s talent teams. Over the past two years, more than RMB20 million has been provided to support FAW’s construction of research and development talents.

To organize competitions to cultivate talents. Focusing on the needs of development for automobile industry, Changchun Auto Industry Development Zone has promoted the competition of vocational skills for automobile industry that has been held for seven years in the development zone up to an event at municipal level, then to one at national level as a platform of growth for automobile talents.

So far this year, Changchun Auto Industry Development Zone has invested more than RMB2 million, provided 56 kinds and 4760 piece times of equipment, used 89 vehicles, and provided 1,586 people for service guarantee for selecting blue collar elites and highly skilled workers out of 16 competitions held in six major competition areas, including FAW Group Labor Union, FAW Jiefang, FAW-VW, Changchun Fengyue, FAW Research and Development Headquarters and FAW College. Over the past years, 360 competitors from 31 enterprises in the automobile development zone have been awarded the title of skilled talents among which 99 won the title of highly skilled talents, and 56 have been promoted to technicians or senior workers.

To make talents stay with measures taken to solve their difficulties. With priority given to helping talents with their difficulties for them to stay and work for FAW, Changchun Auto Industry Development has set up an office and a group of experts in technical demands to serve FAW and, and established a diversified communication and conversation mechanism in line with which more than 50 times of visits have been paid to FAW, more than 100 times of conversations have been held, more than 300 pieces of difficult problems have been solved.

Efforts Made to Help Enterprises in Urgent Need of Skilled Talents for Automobile Industry

To serve FAW and automobile industry, Changchun Auto Industry Development Zone has taken active measures to explore new ways of ushering in and cultivating talents in the new era, with talent work mechanism improved, which in turn has met the demands of enterprises for talents.

To cultivate “highly skilled workers”. Focusing on the actual transformation of traditional manufacturing industry, and aiming at the technically painful points of traditional industries, Changchun Auto Industry Development Zone has increased funds in making use of Master’s Workshop “Master-Apprentice Workshop” to cultivate senior technicians, manufacturing veterans, best operators and skilled workers under which 56 seminars, and 212 competitions attended by 5,340 people were organized as an effective effort to promote the transformation of traditional skills.

The “one hundred enterprises and one thousand talents” program has been kick-started. Some 100 doctoral, master or undergraduate graduates of such categories as automobile, finance, law, management, architecture, literary and history from the so-called first-class higher learning institutions or those with first-class disciplines have been ushered in to meet the demand for talents for the construction of Changchun International Automobile City.

In each and every year over the past years, more than 1,000 college graduates have been employed by FAW. The record goes upward every year. The number of such graduates selected for FAW was said to have increased by more than 50% this year. Changchun Auto Industry Development Zone organized more than 40 job fairs online or offline which attracted more than 1,000 companies and nearly 20,000 job hunters, and helped more than 2,000 get employed. This year, 27 military cadres were recruited to select jobs independently, enriching the service force.

The “plan to recruit teachers” has been reinforced. Changchun Auto Industry Development Zone has promoted the implementation of “plan to recruit teachers” for which 100 vacancies are made available for teachers, recruited 16 primary and secondary school teachers from national key normal universities, and promoted the level of posts for 701 professional and technical personnel in the education system of the whole development zone.
