Week on the Publicity of Preventive Overseas Consular Protection Opens

 



CHANGCHUN, May 29 (Changchun Daily)—The Week on the Publicity of Overseas Consular Protection of Changchun City opened on May 27, 2013.
The theme of the event is “Overseas Security, A Matter of Caring for All”. As the first of activity series in the week, a photo show and consulting on overseas preventive consular protection was launched on Culture Square on the opening day. Government officials including Qiu Xuejun, Deputy Director-General of the Department of Consular Affairs and Director of Consular Assistance and Protection Center of the Ministry of Foreign Affairs, and Su Zhifang, Deputy Mayor of Changchun City, attended the event.


The event was held in an effort to introduce such contents as consular authentication, preventive consular protection and APEC to the public. In recent years, the number of citizens going abroad for business, study, work and travel purposes has gone up as Changchun’s exchanges with foreign counterparts increase. This has in turn led to newer and higher requirements on the work of overseas consular protection. Due to such reasons as political unrest, natural disaster, terrorism, pirate and fishing dispute, overseas Chinese citizens might encounter more unexpected safety and property incidents. In line with the overall planning of the Ministry of Foreign Affairs, the week on the publicity of overseas consular protection was opened in order to make local citizens know and master more knowledge on overseas consular protection, raise their awareness of overseas security protection and thus avoid risks abroad.


The event was sponsored by the People’s Government of Changchun City, and co-organized by Changchun Foreign (Overseas Chinese) Affairs Office, the Publicity Department of the CPC Changchun Municipal Committee, the General Office of the People’s Government of Changchun City, Changchun Municipal Bureau of Public Security, Changchun Municipal Bureau of Finance, Changchun Municipal Bureau of Commerce, Changchun Municipal Bureau of Tourism, Changchun Municipal Bureau of Urban Utilities and Landscaping, Changchun Information Port and College of Humanities of Northeast Normal University. In addition to organizing activities on Culture Square, the theme will also be publicized in some enterprises, higher learning institutions and communities.


On the opening day, Qiu Xuejun, Deputy Director-General of the Department of Consular Affairs and Director of Consular Assistance and Protection Center of the Ministry of Foreign Affairs, and Su Zhifang, Deputy Mayor of Changchun City, were also invited to hand out brochures and give lectures on consular protection at Youhe Japanese Language School, a training base of Jilin Tianzhi Economic and Technological Cooperation Company. 


Changchun Consular Service Website Opens

CHANGCHUN, May 29 (Changchun Daily)—The Consular Service Website of Changchun City was opened officially on May 27, 2013. Qiu Xuejun, Deputy Director-General of the Department of Consular Affairs and Director of Consular Assistance and Protection Center of the Ministry of Foreign Affairs, and government officials of Changchun City including Zhao Ming, Chen Kexin, Su Zhifang and Zhang Xiaohua attended the ceremony.
The website is the third one after its national counterpart and the one opened by Ji’nan City. The website, which was supported and created by Changchun Information Port for free, is composed of seven sections such as breaking news, overseas security, know-how on going abroad, consular assistance and protection, etc. A special hot line providing “one-stop” overseas security information and consular service is opened to local citizens and enterprises. Insiders say the opening of the website is an important measure taken by Changchun City to improve preventive overseas consular protection. It marks a solid step in the city’s effort in this regard.


After the opening ceremony, Qiu Xuejun delivered a keynote speech on “Overseas Security and Consular Protection”. Qiu’s 90-minute address analyzed the overall situation on overseas security, explained the definition of overseas consular protection, summarized the types and typical cases of risks that Chinese citizens might encounter abroad, and shared his ideas with local officials on how to improve the work on overseas consular protection. The speech offered attendees a comprehensive understanding about consular protection and thus raised their awareness of security protection.
