Industrial Economy
The goal to develop agricultural processing industry by 2015 is to create an enterprise with a total output value of RMB100 billion, an enterprise with a total output value of RMB10 billion, an enterprise with a total output value of RMB5 billion, and 15 enterprises with a total output value of RMB1 billion each. The total output value of agricultural processing sectors will go up to RMB200 billion. 

Key Processing Industries 
1. Corn Processing 
Effort will be put into making processing capacity stand above the level of 100 million tons, extending industrial chain and increasing processing proportion to 80% from the current 40%. And priority will be given to the development of amino acid products including threonine, arginine and valine as well as to others such as lactic acid, poly lactic acid, high end sugar and modified starch, etc. The application and exploration of such products as sorbitol and polyhydric alcohols will be accelerated. 
2. Meat Processing
Priority will be given to the development of slaughtering and deep processing of such domestic livestock for food as meat cattle, pig, chicken, deer, rabbit and geese, and to the upgrading of cold cuts, prepared meats and cooked meats. In addition, effort will be put into increasing the variety of carved meats, pushing forward the industrialization of meats of Chinese styles and improving the comprehensive utilization of byproducts. 
3. Dairy Products and Beverages 
Effort will be put into highlighting the development of dairy products and beverages including yoghurt, milk powder as well as green, eco-friendly energy drinks. 

4. Corn Stover Processing 
Priority will be given to the development of corn stover-based products such as non-crystalline sugar, pulp, and to the comprehensive utilization of corn stover for other purposes like making bio-organic fertilizer and generating electricity. 
5. Tobacco 
Effort will be put into making use of proprietary techniques to develop low-tar, low-nicotine and low-CO products, and gradually increasing the proportion of low-tar and low-nicotine products to 10% from the current less than 2%. 
6. Rice and Vegetable Processing 
The advantages of grains, vegetables and enterprises will be fully made use of to develop refined riche, clean rice, green rice, organic rice and instant rice as well as other products like fresh vegetable, frozen vegetable, pickled vegetable, dehydrated vegetable, juice, jam and potato products. In addition, effort will be put into adjusting product structure and cultivating brand products.
