Lvyuan District totaling 216 square kilometers is in the west of Changchun, with a province-level economic development zone, an industry concentration area, three townships and five sub-districts under its jurisdiction. The total population is 0.42 million. In 2006, the district’s GDP was up to RMB 4 billion, the secondary industry’s added value was RMB 1.86 billion, and financial revenue was RMB 656 million. In addition, RMB 2.5 billion domestic funds were introduced, USD 21 million foreign investments were actually used, and RMB 4.75 billion was invested in the fixed assets. In general, economy showed a bullish momentum for development and a sound investment environment was formed.

    Lvyuan District is endowed with superb geographic advantages for it is situated in Songliao Plain in Northeast China. Due to the temperate continental climate, there are sufficient rain falls and four seasons here are quite different from each other, and over the past 100 years, no big natural disasters happened here. The transportation is convenient. The province-level express train routes Jingha Route and Changbai Route as well as three expressways including Changbai, Tuwu and Changzheng run through the district. Two exits of the City Ring Road are also in the district. In addition, the freight stations of Changchun Railway Station, Changchun South Station and Datun Station are less than10 kilometers away from the district. 

Lvyuan has lots of usable resources. The rural area is bigger than the urban area, and therefore the land resource is sufficient. In the suburban area, there are Lvyuan Economic Development Zone, Xixin Industry Concentration Zone as well as two industry parks named Chengxi and Hexin, and 27 square kilometers of land are still available for construction, making Lvyuan a place with huge space for further development. The ongoing design for the western city zone is driven by the West Passenger Station. Under the design, an all-out effort is to be made for an all-round development of the new city zone, and create great business opportunities by increasing the city area by 40% to 70 square kilometers. 

Many large and medium-sized enterprises, province or ministry-level scientific research institutes, institutions of higher learning are also located within or near the district, making it with obvious advantages for industrial development. Two big pillar industries for advanced manufacturing and processing of agricultural products, and four big key industries, namely, biological medicine, modern logistics, textile processing and real estate, are formed, which have become the important support of district’s economy. 

The infrastructure is getting increasingly improved. There are 449 streets and roads in the district, forming a fundamental “four-parallel and five-vertical” framework. The rural road network is complete, with asphalt or cement roads having connected villages from one to another earlier than expected. The ecological environment is beautiful, with a greening rate of up to 40%. The scale supported by the infrastructure of Lvyuan Economic Development Zone and Industry Concentration Zone is becoming increasingly larger, and facilities for transportation, grid, drainage system, heating and communication are completely capable of receiving new projects.

　　The social causes are progressing prosperously. In Lvyuan, there are 38 communities and they are more advanced in construction of software and hardware than their counterparts. So far, there have been 34 primary and secondary schools, of which the No.11 High School and No. 87 Middle School which are under the city’s direct jurisdiction, together with Jiefang Road Middle School and Lvyuan Primary School, are in the leading position in terms of the scale and the teaching quality. Medical resources can be commonly shared among the No. 208 Hospital, Changchun Liver and Gallbladder Hospital, two district-level hospitals and 14 community health care centers, which makes it a reality that medical services are available to all residents. Various cultural and sports activities are often held here, and Lvyuan has been listed as one of the model districts in carrying out the province-level community sports.

Now, Lvyuan is making an all-out effort to build the new western city zone, with elaborate preparations to be made for one economic development zone and three industry parks to strengthen two big pillar industries, and foster four big key industries and four big business circles. On this piece of land of great vitality and dynamism for investment, there is still great potential for further development.
