Changchun Auto Industry Development Zone (hereinafter referred to as CAIDZ) is a province-level development zone jointly founded and developed in 2005 by the CPC Changchun Municipal Committee, Changchun Municipal People’s Government (hereinafter referred to as CMC and CMPG respectively) and FAW. It is located in southwestern part of Changchun, with Puyang Street and Changshen Railway in east, Fanjiatun Township of Gongzhuling City in south, Xixinkai River in west and connected with the designated Changshen Express Train Station in north. It occupies 118.59 square kilometers, of which 23 square kilometers have been developed for use. The population is 0.226 million, of which non-rural population is 0.19 million. There are 1,191 enterprises that are local tax payers, of which 194 are manufacturing sectors, 29 are building sectors, 704 wholesaling or retailing dealers, 25 accommodation and catering providers, 11 financial institutions, 108 service providers, 12 real estate developers, and 25 of other types. In 2005, the GDP reached RMB 6.15 billion, the gross value in industrial output came up to RMB 18.15 billion, the gross value in agricultural output totaled RMB 450 million and the total government revenue was as much as RMB 510 million.
As required by Jilin Provincial People’s Government for its status, CNHDZ mainly has three functions:
I Accelerate Construction of Changchun International Automobile City
Through the construction of CAIDZ, efforts will be made to bring full play the functions of a carrier and platform, integrate the entire auto industry resources in the city, attract auto parts makers at home and abroad, expand the effectiveness of industrial clusters, and further improve the comprehensive strength to lay a solid foundation for the construction of an international automobile city.
II Construct the new city zone in the western part of Changchun
Through construction of CAIDZ, the reconstruction of the old city zone and the urbanization process in suburban area will be accelerated and the city are expected to be more sizable upon completion of a modern city zone with conspicuous features in the southwestern part of Changchun.
III Succeed FAW and Peel off Social Functions
Upon establishment of CAIDZ, the semi-social entities and personnel will be under its direct management to greatly lower FAW’s operating cost and strengthen its comprehensive competitiveness, and meanwhile develop it into an international heavyweight enterprise.
Adhering to the government-enterprise construction principle, CAIDZ has established such management systems as government function, enterprise-oriented management and marketization operation and so on, with 16 organs established as well, mainly including the Party and Public’s Work Department (covering Inspection and Supervision Office), Office for the Party Affairs and Governance, Finance Bureau, Design & Environment Protection Bureau, Economic Development Bureau, Construction Bureau, Committee for Rural Work, Policy Study Office, Education Bureau, Administration for Social Causes, Administration Execution Bureau, State Land Resource Bureau, Government Affair Center, Investment Promotion Bureau, Auto Trade Park (covering Comprehensive Management Office, Economic Development Coordinative Office, Construction Office and Investment Promotion Office). It also governs 9 public institutions,2 sub-districts and 11 administrative villages

The overall goal is: to work on the foundation in two years, double the aggregate in five years and have international competitiveness in ten years.
The concrete economic development goals are as follows:
For the start-up period form 2006 to 200, efforts will be made to increase the GDP at a yearly growth rate of over 38% to RMB 13 billion, complete the main framework of infrastructures in the initially built area, improve the comprehensive supportive capacities and further expand the scale of automobile industry.
For the rapid development period from 2008 to 2010, efforts will be made to make the GDP reach RMB 30 billion, increase the value of auto industrial output at a yearly growth rate of over 35% to RMB 100 billion, complete the construction in the initially built area, and form a strong industry cluster which combines R&D, manufacturing, logistics, trade and service.
For an all-round development period from 2010 to 2020, efforts will be made to complete development and construction of 118 square kilometers of land to form a supportive system for auto industry, and create an auto industry base which is of influence around the world.
