Yushu City 

Yushu is located in the mid-northern part of Jilin province, and is right in the center of the triangle region formed by the three big cities, Changchun, Jilin and Harbin. It, separated by the No. 2 Songhua River, is adjacent to Dehui in Southwest, to Songyuan in west, and separated by Lalin River it sits across the cities, Shuangcheng and Wuchang, Heilongjiang province, in north and east. And it borders with Shulan in south. With 85 kilometers in length both from south to north and from east to west, and 354 kilometers in perimeter, Yushu covers an area of 4,722 square kilometers. It has 4.36 million mu of arable land, accounting for 68% of the city’s total amount. In January of 1946, the Democratic Government of Yushu County was founded, but changed to the People’s Government of Yushu County in May of the same year, and then to the People’s Committee in December of 1955. In July of 1968, the Revolutionary Committee of Yushu County was founded, while in September of 1980, it was named the People’s Government of Yushu County again. On December, 26, 1990, it was approved by the State Council as a city replacing Yushu county. By the end of 2006, Yushu had 4 sub-districts, 24 townships, 12 communities, 388 villages and 2 province-level development zones. The total population and the urban population came up to 1.26 million and 0.2 million respectively.   

Yushu is the only processing base in Jilin province for agricultural products. The entire city, based on its sufficient resources of agriculture and animal husbandry, oriented by the market, supported by science and technology and motivated by industrialization, has witnessed rapid development in industry. And the enterprises here are getting increasingly competitive. So far, there have been over 100 enterprises in the city, with over RMB 10 million funds registered by each of them, 12 enterprises, with over RMB 100 million registered funds each and 2 with over RMB 1 billion each. Of them, one is on the list of the world top 500 enterprises and one on the list of the top 500 enterprises in China. Some predominant industrial frameworks for corn-based chemical, soybean-based biochemical, processing of livestock and poultry, green vegetable, green rice, liquor brewing and medicine and so on have been formed, making the city more recognized with industrial features and full of great potential for development. In recent years, two deep processing projects for corn, Zhongliang Biochemicals and Changchun Tianyu, have been put in place for construction, and such projects as feedstuff by Tongwei Group, instant noodle by Guangdong Jinfeng Group, denaturalized starch by Hangzhou Zhiyou, and potato starch by Jinyuan and so on have been completed one after another, which, as a result, has greatly promoted the city’s industrial aggregate. In addition, some old enterprises like Daqu Group, Beer Plant and Fertilizer Plan have been made bigger and stronger, bringing new industrial dynamism to the city in return. Yushu has many Jilin Province’s famous brands such as Yusu Daqu Liquor, Yushuqiang Liquor, Jijiuwang Liquor, Hefeng Jingjie Rice, Tongwei Feedstuff, Jinyuan Potato Starch, Huafei Green Bean Tea, and Black Pearl Soy sauce and so on. 

      During the “11th Five-Year Plan”, Yushu will rely on its abundant resources of agricultural products and work more towards the goal of building a medium-sized city for ecological food economy, along with making a batch of flagship enterprises bigger and stronger, actively exploring fertilizer-free agricultural products, green food and organic food, carrying out the brand strategy, speeding up the construction of a top city for processing of agricultural products, and striving to get the output value generated by processing of agricultural products increased to over 80% of city’s total industrial output value and make the green food industry the predominant one for processing of agricultural products. More efforts will also be made to speed up strengthening the liquor brewing industry, and make full use such well-known brands as “Yushuqian” and “Jijiuwang” and so on to improve productivity for good-quality liquor, expand market shares at home and abroad, and then work dedicatedly for “A City Famous for Liquor Industry in North China”.  In addition, corn-based chemical industry will be further developed, with priority to be given to the exploration of starch and alcohol’s downstream products, so that the industry chain can be extended and the corn economy strengthened. The soybean-based biochemical industry will be promoted by using the advanced scientific findings to upgrade the traditional soybean-based products and develop the emerging soybean industry for rapid transformation of soybean for added value. Processing of meat and milk products will be fostered and capacity of processing livestock and poultry will be strengthened to make Yushu the largest base for processing and distributing meat and poultry products. Perseverance will highlighted to achieve common development of growing, storing and preserving vegetables in order to build the city as a base of most influence for producing and processing vegetables, thereby making Yushu the “Home of Vegetable” in Northeast China.   

Investment Orientation: During the “11th Five-Year Plan”, Yushu will be guided by the Scientific Outlook on Development and work more to hold firmly the center of speeding up the economic development, highlight the masterstroke of “accelerating industrialization”, give high priority to industrialized operation of agriculture, streamlined development of industry, advancement of entrepreneurship driven by the public and mutual progress of urban and rural areas, push forward the project of “12345”, and make efforts to create a medium-sized city featured by prosperity, civilization and harmony for ecological food economy and for deep processing of agricultural products. In terms of the economic development, an all-out effort will be made to push forward project of “12345”, that is:  

1. Give high priority to the development of “a central city zone”.

According to the geographic features, attentions will be paid to develop and construct the central city zone of Yushu, and actively create a medium-sized city characterized by “two cores” (the main city zone-the downtown area of Yushu, and subordinate city zone-Changchun Wuheshu Economic Development Zone)

2. Speed up construction of “two zones”.

Inside the “Yushu-Wukeshu” ecological and economic strip, more efforts will be made to construct Wukeshu Economic Development Zone and the Industry-concentrated Zone around the Yushu, actively attract strategic investors, accelerate construction of industrial projects, bring along industrial clusters and realize streamlined development.  

3. Foster and strengthen “Top 3 Pillar Industries”

Based on the industrial groundwork and resource advantages, high priority will be given to develop the modern agriculture, cultivating and strengthening the industry of processing agricultural products in order to make Yushu the largest base in Jilin Province for processing of agricultural products. Meanwhile, the modern logistics will be promoted for rapid development to create Yushu into an important place for distributing agricultural products in Northeast China.  

4. High priority will be given to the improvement of the “Four Satellite Townships”.

According to the geographic features and the basic conditions, attentions will be focused on constructing four satellite townships, Gongpeng, Dapo, Xinli and Sihe, to speed up the process of rural urbanization.

5. Make active efforts to foster “Five Bases”.

Efforts will be made to bring into full play the advantages of production of agricultural products for the key projects of fostering five big bases for corn-based chemical, soybean-based biochemical, deep processing of livestock and poultry, production of vegetable and the byproduct and waterfront tourism.
