Kuancheng District is one of the districts with a long development history in Changchun. It is 11.2 kilometers long from east to west and 14.1 kilometers from south to north, with a total urban area of 42.24 square kilometers. With a total area of 343.12 square kilometers, it governs two townships including Xinglongxiang and Lanjia and one sub-township named Fenjin as well as nine sub-districts.
Kuancheng is an old district, and comparatively it is a district with a high degree of concentration on industry in Changcun. In 1950s and 1960s, many large and medium-sized enterprises were invested here, for example, Changchun Electrical Machinery Plant, Changchun Locomotive Plant, Changchun Boiler Plant and Changchun Material Testing Machine Plant and so on, which created prosperity and played an important role in promoting the economic development in that panned economy period.
Entering into the reform and opening-up period, Kuancheng District, under the guidance of Dengxiaoping’s Theory, realized rapid economic development. In 1990s, the township enterprises emerged as a dynamic force which made the surrounding villages, for example, 15 enterprises from Shangtai village and eight enterprises from Xinyue village of Fenjin Township, develop at a very fast speed. In addition, many farmer entrepreneurs appeared and a new pattern for common development of the urban and rural economies was formed. In a shot period of 20 years till early 21st century, the district’s economic aggregate doubled, and its GDP maintained an average growth rate of 18%.
By the end of 2003, its GDP came up to RMB 3.7 billion, up 10.2% year on year. As the farming structure changed, food production increased steadily from the normal output, with fertilizer-free vegetable becoming the favorite, and other kinds available at just the right time in every season, which undoubtedly made Kuancheng a base of vegetables for urban residents. In addition, the development of livestock and poultry breeding Industry hit a record high and breeders for cattle, sheep, pig, chicken and fish became more sizable. By the end of 2003, the output value of agriculture totaled RMB 380 million and per capita income for farmers reached RMB 3,800, drawing the district closer to its goal of building a moderately prosperous society. The secondary industry developed rapidly, and five brands represented by Tianguang Water Level Meter, ten new and hi-tech enterprises represented by Changchun Boiler Meter Co., Ltd, and four small and medium-sized enterprises represented by Jilin (Changchun) Electronic Equipment Co., Ltd., came into existence. Till then, five pillar industries for instrument and apparatus, timber processing, medicine, deep processing of agricultural byproducts and manufacturing of downstream products for automotive industry were preliminarily formed. The foreign-oriented economy took a leap forward. In Kuancheng District, there are eight foreign-invested enterprises, and five of them are exporters to earn foreign exchanges. Some new projects featured by energy conservation and environmental protection have been carried out, with the power station relying on burning waste and the project of acid making through scoria expected to be put into operation soon. The high added-value projects, for example, the soybean peptide project, are developing steadily. All these will become the new economic growth points in Kuancheng District. Every year, RMB 100 million is earmarked for technological upgrading, and the new products bring about RMB 50 million in output value. By 2003, RMB 2.5 billion was made in industrial output value, and the number of the sizable enterprises came up to 32. The tertiary industry is under prosperous development. Due to the geographic advantages generated by Changchun Railway Station and Changchun Bus Station, some wholesale or retail centers for clothes and small commodities represented by Yuandong Group, Changyun Group and Huazheng Group, and wholesaling or retailing dealers for medicine represented by Wutai Group have opened. A business strip near Changchun Railway Station, which is of radioactive influence in Jilin province and even in the three northeastern provinces of China, has been created. Based on the advantages brought by the commuter lines inside the district, efforts are being made to develop wholesale and retail of steels and fruits, making the modern logistics industry take a significant leap forward. By 2003, there had been over ten thousand individual business dealers, with retail sales reaching up to over RMB 10 billion. Through improving the investment environment and strengthening the soft environment construction, Kuancheng District has also made remarkable achievements in investment promotion, with an amount of over RMB 900 million funds attracted every year over the past several years.
